Welcome!

What do we aim to achieve today? Providing you with a clear understanding of the new inspection plans by: Introducing our new inspection model Guiding you through the 3 phases of our new inspection methodology- 1.Pre-inspection – analysis 2.Fieldwork weeks – uncovering barriers & enablers and examining robustness of public protection & safeguarding arrangements 3.Post inspection – report, recommendations & follow-up Involving you in further developing & implementing the new inspections by: Providing time today to discuss the plans Welcoming further feedback.

Current impact What is the level of effectiveness of youth justice in the local area? Current impact levels for children at risk of (re)offending tested on three dimensions of indicators Reduced offending | Improved well-being and reduced risk of future offending | Abiding by sentence (including harm) (including being safe from harm) Disseminating promising practice found Recommending changes informed by knowledge base comprising experience, research & promising practice More effective youth justice services locally and across England and Wales Case review a sample of children, with “boost” for most serious reoffending and children most at risk of harm Understood by discovering Understood by discovering IMPACT-LED APPROACH Promoted by addressed by Enablers What helped achieve positive impact with individuals? Barriers What hindered more positive impact with individuals? Effective Youth Justice Services = protecting the public from harm, reducing future victims, and improving the well-being of children at risk of offending Case review follows the individual child’s journey backwards from impacts, encompassing all relevant agencies for a system-wide search for influencing factors

Impact-led inspection Which impacts will we focus on for children & young people? Reduced offending (including harm) Improved wellbeing & reduced risk of future offending (including being safe from harm) Abiding by sentence Where does prevention fit in?

HMIP IMPACT-LED APPROACH Practical advantages of the new model Risk led approach to inspection Focus on public protection and safeguarding maintained Independent ongoing monitoring of impacts for the public Innovation promoted Allows ‘whole system’ issues to be highlighted, e.g. partnership working (tracing child’s journey) Flexibility to inspect by various units Ability to drill down.

Methodology of an impact-led inspection Phase 1: Pre-inspection: identifying areas to be inspected - establishing child’s journey - arranging fieldwork & devising schedule - planning lines of enquiry Phase 2 : Fieldwork weeks: case file examination - observation of practice - understanding perspectives (children, practitioners, families, victims etc) - uncovering enablers and barriers through investigation - reviewing robustness of public protection and safeguarding arrangements - checking initial findings (week two) - leadership and governance Phase 3: Post fieldwork feedback on impacts - feedback on enablers & barriers and public protection & safeguarding arrangements - qualitative analysis - identifying promising practice from enablers - identifying ways to address barriers - reporting recommendations - intelligence led re-inspection.

Initial questions What questions were raised in your mind during this presentation? What concerns (as questions) do you have for putting it into practice (especially affecting your organisation)? What we would like you to do next…. Engage with facilitated group discussions (for up to 60 minutes each session) then give brief feedback to the whole group.

Plenary Opportunity for final questions & comments Thank you for your attendance, attention & valuable input.
