1 Getting it Right for Every Child The Child and Young Person’s Record Stella Perrott Scottish Executive Symposium 30 th January 2007

2 Why?  Children and families know what information will be collected by whom and how.  They can more readily participate in information gathering and analysis.  It will be easier to Share information when this is necessary and more difficult to share it when it is not.

3 Why?  It will reduce bureaucracy and duplication.  Children, parents, professionals, agencies and the Scottish Executive will be able to monitor progress. Young Person: “You would have to be told who will be told”

4 What?  Information going in - information collected by professionals and family.  Information stored.  Information (reports) produced from the data. Young Person: “It would be better if you could write it down so you don’t keep having to tell people the same things all the time”

5 What? 3 tiers of information: 1. information that agencies will collect and only they will collect 2. information all agencies will collect 3. jointly constructed information.

6 Phase 1: Level 2 & 3 by March 2007 (initial prototype)  The plan.  Information sharing ‘pro-forma’.  Personal details.  Details of professionals and agencies.  Contacts.  Concerns and any history of concerns.

7 Phase 2: Level 2 & 3 after March 2007  Record of meetings.  Performance data.  Wellbeing wheel.

11 The Scottish Executive will produce by March 2007  The information to be collected (Phase 1 items).  The data standards for inputting most of Phase 1 items).  A Paper model of Phase 1 parts of the record.  An electronic model of Phase 1 parts of the model.

12 The Plan  Consulted on in Phase 2 of Getting it Right for Every Child.  Plan and Guidance published electronically December 2006 and in paper from January 2007.  Implementing the plan guidance published January 2007.

13 Who is it for? Any child, young person, family or professional who thinks a structured approach is needed to identify needs and risks and plan to meet them. Takes account of:  Children and young people’s everyday concerns.  Children with more serious or complex problems Disability At risk of abuse or neglect Offending and causing harm to others.

14 Contents of the Plan  Concerns  Partners to the plan  Analysis of child or young person’s circumstances.  Desired outcomes and milestones for achievement.  What should be done to improve a child or young person’s circumstances?  Agreed action to be taken  Resources to be provided.

15 Contents of the Plan  Contingency plans.  Monitoring, review and lead professional arrangements.  Child or young person’s views  Compulsory measures. Young Person: “It would be good to talk to one person, but it would have to be someone that would actually DO something”

16 Testing and Review  Testing and review between April 2007-April 2009.  Electronic testing of model from April 2007.  Record used by pathfinder areas from April 2007 with ongoing review and evaluation.  Plan used for children going to a Hearing from March 2007 to be reviewed in January 2008.
