1. Providing assurance and promoting improvement through inspection of Youth Offending Work - the 2012 framework The programmes are new but the purpose is the same, we will –  report on the effectiveness of youth offending work – whoever may deliver it  provide assurance to Ministers and to the public  ‘sell’ improvement through inspection - motivate others to improve their practice for the good of the community in its widest sense  contribute to the development of policy and the effectiveness of the wider Criminal Justice System  move to risk proportionate and short notice inspections for our core programmes. Throughout our work we actively promote wider race equality and diversity issues

3. Inspecting to provide assurance and promote improvement Short Quality Screening (SQS) short notice, sample based case assessments. Focus on the quality of initial work following sentence 20-30 YOTs per year. Usually 3 HMI Probation staff (including a local assessor from another YOT) for 3 days production of a speedily published short report/letter with strengths and areas for improvement but no judgements across the full range of performance, locations etc provide direct information about individual area performance to supplement information bank decisions

4. Inspecting to provide assurance and promote improvement FULL JOINT INSPECTION (6 per year, 1 in Wales) multi-inspectorate (health, social care, police and learning & skills), with local assessor input focus on quality of practice, leadership, management & partnerships plus up to two modules e.g. interventions, governance includes ‘reality checks’ - interviews with service users and limited observation of practice short notice (11 days). Takes place over two separate weeks (with a week in between) fieldwork week 1 involves sample based case assessments. Fieldwork week 2 follows up on practice themes and focuses on management, leadership and partnership. Published report judged across four themes with recommendations for improvement

5. Inspecting to provide assurance and promote improvement THEMATIC inspections identify and jointly inspect areas of concern in adult and youth offending predominantly multi-inspectorate events led by HMI Probation or other inspectorates to provide data for Wales as well as England by incorporating a full inspection in Wales periodically MULTI-AGENCY CHILD PROTECTION OFSTED and CSSIW youth and adult work development in England is underway pilots in Dec/Jan/Feb – Ofsted led. no notice, case based inspections. Focus on the child’s journey - 2 weeks includes a focus on young people who offend in both a shared sample and a single agency sample also links to Probation work with perpetrators and with adult offenders as parents we will continue to work with the Care and Social Services Inspectorate Wales on safeguarding issues

6. Inspecting to provide assurance and promote improvement Full Joint Inspection Report Features a foreword, summary and main report across four themes: reducing the likelihood of reoffending protecting the public protecting the child or young person ensuring that the sentence is served judgements across four levels: very good, good, unsatisfactory and poor with stars (4 = very good, 1 = poor) includes management, leadership and partnership in the core which supports or otherwise practice, and provides moderation or limitation to the above scores includes additional modules, currently governance and soon to be interventions
