 The Provincial Nomination Program allows provinces to “nominate” the kind of immigrants they need to fit their needs.  Eg. Alberta may have a labour shortage in construction so they can nominate that more immigrants with construction experience get in

 The government cannot require immigrants to live in a certain area but the nomination program increases the likelihood that immigrants will settle where their skills are needed.
