2. How does immigration involve the collective rights of Aboriginal peoples?
Aboriginal peoples are partners in Canada. They have collective rights under the constitution and expect the government to consult them when making decisions that shape the future of the country.

3. Treaties and agreements create commitment for Canada and Aboriginal peoples to work together and share prosperity. Many Aboriginals still face health, education and employment challenges linked to poverty and the impact of past policies and laws.

4. These challenges can create obstacles to full participation in Canada’s economy for individuals from First Nations, Inuit or Metis Communities. Some people can face difficulty gaining access to educational, training and employment opportunities.

THEREFORE BE IT RESOLVED that the AFN
call on the federal government at the November 2005 First Ministers Meeting to freeze all immigration coming into Canada until the federal government addresses, commits, and delivers resources to First Nations to improve the housing conditions, education, health and employment in First Nations communities and that the federal government acknowledge and agree they are bringing immigrants into our lands and using our resources without our consent
2. WHEREAS Canada fails to consult with the Assembly of First Nations (AFN) leadership on immigration policies and legislation.

Provincial Nomination Program
Provinces nominate % of immigrants that Canada selects.
Program allows some provinces to set up their own immigration offices in other countries.
Governments in Canada can’t require immigrants to settle in particular places or work particular jobs. Provincial nomination increases chances of immigration with labour needs of a particular province.
