LINCOLN’S PLAN (aka 10% PLAN) 0 Issued in Allowed Southern states back into the Union once 10% of its voters swore an Oath of Allegiance to the Union. 0 All Southerners given full pardons or amnesty, except for high ranking Confederate military officers. 0 Southerners could keep private property but no slaves.

WADE DAVIS BILL (the 1 st Radical Republican plan) 0 Issued in 1864 as a response to the 10% plan. 0 Allowed Southern states back into the Union once 50% of its voters swore an Oath of Allegiance to the Union. 0 Did more to protect blacks. 0 Never became law.
