7 th Framework Programme (FP7) The EU’s main instrument to fund research and technological development Total budget of over €50 Billion. Supports research in selected Priority Areas. 2 key strategic objectives to: –strengthen the scientific & technological base of European industry; and –encourage international competitiveness, while promoting research that supports EU policies. 2

Participation in FP7 Participation in FP7 is open to any individual & organisation: Any company, university, research centre, government or other legal entity established in: – a Member State (MS); – Associated Country (AC); – International Cooperation Country; – Industrialised high-income countries - may participate provided that the minimum conditions have been met. 3

Trends and Conclusions Last FP6 calls were published in 2005 and therefore 2006 was considered a “gap year” with no calls for proposals; This resulted in the very high number of proposals submitted in the first year of FP7; The same trend is to be expected in 2014 with the launch of Horizon2020 as 2013 will be a “gap year” with no calls for proposal; Limited number of researchers result in limited number of projects i.e. being involved in one FP project may engage the researcher/organisation for the next 4/5 years; No. of coordinators in Malta – 13 (10% of total projects for Malta). 8

Role of the Council in FP7 As the National Contact Point (NCP) Organisation, the FP7 Unit is the official provider of advice and individual assistance on all aspects of FP7 (from proposal preparation to final reporting); Objective: Strengthening Malta’s participation in the FP7 Programme; We have appointed an NCP for every thematic & horizontal area in FP7; Every local NCP is part of a NCP network at European level; Role of the Commission is to provide NCPs with the necessary training. 9
