2. 2 AII Key Principles Main MissionHelp strengthen European industrial share on the worldwide market by prompting French and European high tech companies to invest more into research and innovation A Fully Open, Flexible and Bottom-Up Process No predefined work programme No predefined budget per thematic area No deadline for submission of proposals No constraint on the structure and composition of the partnership A Single Instrument: the PMII Every program is operated under the form of aProgramme Mobilisateur pour lInnovation Industrielle (Programme Mobilizing Industrial Innovation) managed and coordinated by a single company leading a consortium usually including industry (large and small) and academia

3. 3 PMII PMII Key Features Research & InnovationShare on the world market Clear innovation, potentially via disruptive technologies Support is provided only if there is an identifiable risk that cannot be taken by industry on its own –it cannot already be part of the roadmap Industrial objectives should be clearly established including development, manufacturing and commercialization The industrial programme leader is requested to carry out the project and commercialize the final product to become a global champion which will take a significant share of the world market

4. 4 AII Key Sectors and Responsibilities AII is in charge of proposal selection, project monitoring and follow-up, and funding: 1.7 B available to be engaged in 2006-2007 (for the entire duration of the programmes) Any sector or thematic area could be supported by AII except nuclear, space, defense, aeronautic platforms which are not eligible AII supports (only) large market-oriented projects –Funding for R&D phase (tens up to hundreds M) –Monitoring and follow-up for Industrial and Commercial Exploitation phases –Very complementary to what is being done in most other R&D programmes at national or European level technology-oriented projects

5. 5 Cooperation with European and national institutions/organisations AII is open to international cooperation –Programmes often involve participants from other European countries –Other Public Authorities may select their best option(s) for collaborating with AII -There is no predefined framework –There is a specific German-French cooperation programme under way AII is working with the European Commission –To ensure that AII programmes may bring an added value to –and could take advantage from– European industrial, research and innovation policies –including those prioritized in the European Technology Platforms Cooperation with Eureka is considered

6. 6 Relationship with standardisation and ETPs AII Programmes are challenging and ambitious and will have impact on regulations, policies and standardisation –Open standards are promoted because of the need for free market competition European Technology Platforms are potential sources of PMII –Potential sources of PMII : industry-led fora such as European Technology Platforms, French Pôles de Compétitivité and other national clusters around Europe, Eureka (individual projects or strategic clusters), etc. –ETPs gather all stakeholders in a given domain and therefore are forums where large market-oriented programmes may emerge
