Bullying What is it and how can we prevent it?

The TEC defines “Bullying” as… Engaging in written or verbal expression, expression through electronic means, or physical conduct that occurs on school property at a school-sponsored or school- related activity, or in a vehicle operated by the District and that: Has the effect or will have the effect of physically harming a student, damaging a student’s property, or placing a student in reasonable fear of harm to the student’s person or of damage to the student’s property; or Is sufficiently severe, persistent, and pervasive enough that the action or threat creates an intimidating, threatening, or abusive educational environment for a student.

A difference in characteristics such as size, age and strength A perceived difference in social status Bullying is not a one- time event In order for conduct to be considered bullying, it must involve repeated exposure over time to negative, willful actions or an imbalance of power. Bullying is mean and intended to cause harm The Imbalance of Power can come from many sources

Students who bully often create a hostile, threatening, intimidating, or abusive educational environment for their targets. Physical Verbal Psychological

Conduct that has no effect on a targeted student, the actions though inappropriate, are not considered bullying under the law. Conduct, to be considered bullying, must have a negative effect on the education of the targeted student or significantly disrupt the school or the educational environment. A seemingly innocent term of endearment may be hurtful.

Katy ISD has no jurisdiction over conduct that occurs outside the school setting – even though the individuals involved are students. Discipline The District may provide some counseling for both the bullies and the targets Bullying can be prevented!
