Outcome of the Lower Mekong Working Group Meeting

Lower Mekong Group Members: Cambodia, Lao PDR, Thailand, Viet Nam FAO (FAO-ADB Project, Bangkok), EU-SLPP (Cambodia), Australia (AAHL), OIE (President of SEAFMD Sub-Commission, SEAFMD RCU, Bangkok, and Regional Representation in Tokyo )

The Meeting noted Signing of a MOU between Viet Nam and Cambodia on “Animal Health Cooperation” by their Ministers of Agriculture Progress of the FMD control zones in Region II, Thailand and five Provinces in southern part of Laos Thailand’s donation of 10,000 doses of FMD vaccines to Cambodia through FAO-APHCA, and the possibility of additional support in future Sero-surveillance results from the 2006 survey to be further analysed Importance of collecting more samples for antigen typing and also of the submission of samples to the FMD Regional Reference Laboratory in Thailand

The meeting recommended 1. The further refinement of a draft protocol to manage livestock movement in the Sub-Region (e.g. acceptable quarantine period, animal identification, vaccination, testing for antibodies due to infection) 2. Import/export certificates to be used (should be consistent with the OIE Code, and printed in the languages of exporting/importing countries as well as in English) 3. Basic training on FMD outbreak investigation, reporting and emergency control measures (in Viet Nam and Cambodia) 3. FMD in Upper Mekong 1. Country Reports by each participating country 2. About 95% of susceptible animals vaccinated in Yunan Province, China 3. FMD type A in Vientiane Province, Lao PDR 4. Activities by a survey team of Myanmar on the Chinese and Thai borders 5. FMD outbreaks in Region V, Thailand in UMWG to be formally progressed to a Commission Status, similarly to MTM Tri-state Commission, after the development of a comprehensive Strategic Plan for zoning

Needs to formulate action plans for further progress zoning 6. Needs for additional donor supports 7. Progressive zoning approach in the Region to be appropriate for control and eradication of FMD in Mekong Basin
