1. ASEAN-WEN : Recent Development, Key Activities, Challenges and Opportunities
Presented for Second Global Meeting of the Wildlife Enfrocement Networks

The Group is the ASEAN subsidiary body under ASEAN Senior Official on Forestry (ASOF). The Group mainly discusses on the implementation of the CITES on their national and regional level. The Group also shares the information on the implementation of CITES in the international level and how the Group can contribute to the global discussion on CITES.

4. BACKGROUND ASEAN WEN and AEG CITES : to be merged as AWG CITES-WEN
The Group is the Formal ASEAN subsidiary body under ASEAN Senior Official on Forestry (ASOF).
The Group meets annually and special meeting can be held if there is emergency issue arise. 

5. RECENT DEVELOPMENT
Revitalization of Program Coordination Unit (PCU), through the continuing hosting of the Royal Thai Government and the ASEAN Secretariat,.
Eight 8 ASEAN Member States established National WEN Coordination Units. Singapore and Brunei, although, with no formal National WEN structure has interagency cooperation mechanisms for national WEN cooperation.

Thailand is now to pursue Legal Personality of the PCU, as agreed at the 11th Annual Meeting of ASEAN-WEN in Siem Reap, Cambodia, March 2016.
ASEAN gave authority to ASEAN SOMTC (ASEAN’s Security ministers) to work on Counter wildlife trafficking measures, mobilising ASEAN’s serious crimes agencies to support ASEAN-WEN and our national task forces.  Follow up for detail activities has not been reported
the "ASEAN Legal Studies and Support Program to Fight Transnational Organized Wildlife Crime" (Legal Task Force), an innovative legal capacity building and research support initiative to promote strategic legal remedies in prosecuting transnational wildlife trafficking in Southeast Asia, through legal analyses, toolkit development, trainings, in-country missions, and research support to ASEAN-WEN and its member agencies.

6. RECENT DEVELOPMENT Support from partners :
Assisted by Freeland Foundation (funded by USAID), promoting the utilization of Wildscan (2016)
“ASEAN Handbook on Legal Cooperation to Combat Wildlife Crime” (2016)
Capacity building (training, workshop s etc) facilitated by partners (USAID-ARREST PROGRAM, UNODC, Freeland, Traffic,
Wildlife Rapid Rescue Team (WRRT), controlling IWT throughout Cambodia , facilitated by Wildlife Alliance.
The 18th ASOF agreed to merge the ASEAN-WEN and AEG-CITES to become ASEAN Working Group on CITES and Wildlife Enforcement (AWG CITES-WEN)
TRAFFIC support initiation on monitoring markets, analyse seizure data, develop based line data, trends and other emerging issues.
WildScan (Mobil open source application) helps law enforcement and the general public quickly and easily identify protected species by providing photos, critical information and identification clues for more than 500 species.
an innovative legal capacity building and research support initiative to promote strategic legal remedies in prosecuting transnational wildlife trafficking in Southeast Asia, through legal analyses, toolkit development, trainings, in-country missions, and research support to ASEAN-WEN and its member agencies.
A strategic tool that outlines key wildlife laws in all 10 ASEAN Member States (AMS) and an array of non-wildlife national laws for the investigation and prosecution of wildlife criminals for criminal justice and law enforcement officials from the ASEAN region; Facilitated by Freeland n APCEL (National University of Singapore) (Funded by USAID n UNODC)

7. KEY ACTIVITIES Annual Meeting of the Group :
The 11 th Meeting of the ASEAN WEN (March 2016 in Cambodia).
The 12 th of the ASEAN Working Group on CITES and WEN (AWG CITES-WEN) meeting, will be held in Indonesia.

8. CHALLENGES
Increasing of on line trading of protected wildlife species.
Lack of up dated data base
Forensic analysis has been used at limited scale in solving wildlife crime due to limited resources and facilities.
Low awareness, weak in coordination, growing demand of IWT
Lack treatment of IWT crime as a serious crime.
Lack of competence of law enforcer esp. in animal welfare, care and proper handling during operations, low expertise on species identification and investigation process

9. OPPORTUNITIES
Continue to work the existing partners (ie : USAID, GIZ, EU, UK, ADB, World Bank GEF and NGO’s) to enhance enforcement collaborations and partnerships.
As outheast Asia region has a rich biodiversity and uniqueness on their natural resources and its cultural biodiversity, there will be more opprtunities to invite support from the new partners.
As AWG CITES-WEN will remain as a global model, closer collaboration with other WENs will strengthening effort t combat IWT
National-WEN has been developed as key modalities to strengthen cooperation. It is recognized by ASEAN that AWG CITES-WEN as one of important body under ASEAN Senior Officials on Forestry (ASOF) that can provide policy recommendation
