RAISING AWARENESS RISK ASSESSMENT Have equipment set up and display this slide for candidates entering room Presenter to welcome candidates to the session introduce him/herself. Go through local emergency procedures such as tones of fire/evacuation alarms, muster points and arrangements for welfare toilets/tea/coffee. It is expected that the majority of candidates will be experienced mangers/engineers/supervisors. Begin by ascertaining this and if this is not the case then take note for the rest of the presentation and make adjustments as required. RISK ASSESSMENT BASICALLY RISK ASSESSMENT IS THE FIRST STEP TO MAKING YOUR WORKPLACE SAFE AN EMPLOYER MUST :- identify the hazards and eliminate where possible. Evaluate risks reduce or control risks to a low level record the assessment (see later) AN EMPLOYEE MUST:- co-operate with the employer on all health and safety matters inform their line manager if they are concerned about a health and safety matter adhere to all work and safety procedures. WHO CARRIES OUT RISK ASSESSMENTS? A risk Assessment Must Be Carried Out By A COMPETENT PERSON WHO OR WHAT IS A COMPETENT PERSON? Go through the contents of the slide

COMPETENT PERSON A COMPETENT PERSON SHOULD HAVE:- an understanding of the workplace an ability to make sound judgements a knowledge of the best practicable means to reduce those risks identified COMPETENCY MAY BE DEFINED AS A COMBINATION OF:- knowledge skill experience quality of personnel ability to recognise the extent and limitations of one’s own experience. WHEN ? AS EARLY AS POSSIBLE ! PRE DESIGN PRE MANUFACTURE PRE SITE VISIT AT LEAST PRIOR TO WORK COMMENCING Go through the slide and give examples of Designers doing special risk assessments in order to design out risks On knowledge of carrying out jobs previously but be specific in saying only in generic form. By specifically visiting the job prior to task commencing

SOME DEFINITIONS Reasonably Practicable Balance of the risk against the cost of controls Assessment of Risk Cost Time Trouble Difficulty Go through contents of slide and give an example e.g. A task with a worst case scenario being a minor injury and unlikely but costs £100k to implement controls would not be reasonably practicable but… If the worst case scenario was a fatality with the outcome as being a high possibility then it would be reasonably practicable to spend the money.

Health and Safety at Work etc Act 1974 Section 2(1) - Employers General Duties “It shall be the duty of every employer to ensure so far as is reasonably practicable the health, safety,and welfare at work of all his employees” Go through slide Which basically means that risks need to be considered with regard to cost, time, trouble and difficulty

WHAT DOES THE LAW SAY ? Management of Health and Safety at Work Regulations 1999 (Supported by an ACOP and Guidance) Regulation 3 - Risk Assessment 1) Every employer shall make a suitable and sufficient assessment of the risks to his employees and persons not in his employment from the hazards arising from his undertaking 2) The assessment should be periodically reviewed Explain briefly the special status of an ACOP and guidance. Go through slide. 3) The significant findings should be recorded where there are more than five employees

New and Expectant Mothers Regulation 19 -Protection of Young Persons WHAT DOES THE LAW SAY ? Regulation 16/17/18/ New and Expectant Mothers The health and safety of new and expectant mothers and that of her baby must be considered Regulation 19 -Protection of Young Persons Young persons need to be protected from risks to health and safety due to their lack of experience and absence of awareness Go through slide. Can mention that with more and more women coming into what was traditionally male roles e.g. welder, fitter then companies need to take this on board. Can mention that young persons are more vulnerable and must be given special attention when carrying out RA

h) Give priority to measures protection groups WHAT DOES THE LAW SAY ? Regulation 4 - Principles of Prevention a) Avoid the risk b) Evaluate risks that cannot be avoided c) Combat risks at source d) Adapt the work to the individual e) Adapt to technical progress f) Replace the dangerous with non or less dangerous Go through slide giving examples e.g. Does the task need to be carried out Use the evaluation matrix Instead of putting a drip tray under a leaking gearbox to prevent someone slipping on oil…. fix the leak! Instead of having someone working kneeling on the floor, raise the job onto a workbench Use equipment that generates less noise, vibration. Use a less hazardous cleaning solvent. BOP-OP-01-030 Where controls are being implemented always consider those around the area of work. Probably the most important, if persons are not aware of the hazards and controls required then the RA is useless. g) Develop an overall policy h) Give priority to measures protection groups i) Ensure that employees receive the relevant instruction

STEP 1 What’s The Task and Who May Be At Risk? Who is at risk? Pick an example e.g. Electric arc welding Welder, Fitter, Supervisor, Auditor, passer by

STEP 2 Identifying and Evaluating Hazards and Risk Consider the obvious Use your existing knowledge Consult with colleagues Consult manufacturers instructions Go through slide ask candidates to consider such items as Fire/explosion, arc eye, burns, electric shock, radiant heat? Done the job before on that particular site? Know someone who has done the job before and how they asked for the scaffold to be erected? Some of the best information can be found in manufacturers instructions Stress that you cannot do a specific RA if you do not visit the workface. Visit the intended workface

STEP 2 CONTINUED - EVALUATE The Business Operating Procedure has a guidance note on completion in the appendix at the back. Talk in general through this slide

STEP 3 Decide on Controls and Implement Do away with the hazard Competent Personnel Enhance the lighting Well maintained equipment Consult manufacturers instructions Are there regulations and/or standards that apply? Remove combustible materials prior to commencing work Only time served welders to carry out welding Can mention that darkness can creep up if your are working outside Only equipment that has been serviced and in good condition should be used Again a source of good information Do other regulations apply e.g. are we welding in a confined space or are there special local rules to be implemented via the client Stress strongly that personal protective equipment must only be used as a last resort. Personal protective equipment

STEP 4 Monitor The Control Measures Ensure that the controls detailed in the assessment are in place and are effective Can mention that if the risk assessment says that fire blanket will be used to help contain sparks then ensue that it is in place properly not just thrown down in a heap and that it is containing the sparks. Stress that monitoring and auditing is a proactive way of determining if the controls are effective

STEP 5 Review The Risk Assessment Is the assessment still valid? Has there been any significant changes? Is the assessment generic? Make the point that an RA is a LIVE document and that condition can change at any time e.g. A scaffolding crew comes on the scene working above and is causing dust disturbance It has been raining overnight and there is a lot of water around the workface Are you reviewing a RA that was in place the last time the task was carried out then you must still visit the workface as the surrounding condition may have changed e.g. a plant modification that introduces high levels of noise

PRACTICAL EXCERCISE DO A RISK ASSESSMENT Dependant on where the presentation is being carried out and what arrangements have been made will depend on how this part of the session will go Scenario one Have the candidates visit a workface with the intention of carrying out a task and do a risk assessment Scenario two Ask candidates to study a workface photograph and carry out a risk assessment with regard to a chosen task.

PROCEDURE KEY RESPONSIBILITIES EACH OPERATING CENTRE AND FUNCTION WILL DESIGNATE A PERSON OR PERSONS WHO WILL BE RESPONSIBLE FOR THE FOLLOWING:- ensuring that risk assessments are carried out for all work activities within their area of responsibility establishing and maintaining the ‘Risk Assessment Register’ N.B. for the Renfrew site this will be done by the Health ,Safety and Environment Adviser. REQUIREMENTS EACH OPERATIONAL CENTRE WILL CARRY OUT THEIR RISK ASSESSMENTS USING THE PRINCIPLES AND PROCESS OUTLINED IN 5.3 AND 5.4 OF OP-10-01-030. RECORD THE RISK ASSESSMENT ON THE FORM DETAILED IN APPENDIX 3 OF THE PROCEDURE (N.B. guidance on completion of this form is in Appendix 2) COMPLETE ‘ REGISTER OF RISK ASSESSMENT’ AS PER APPENDIX 1. ENSURE THAT THE RELEVANT RISK ASSESSMENT IS MADE AVAILABLE TO ALL CONCERNED PARTIES AND THAT CONTROL MEASURES ARE FULLY UNDERSTOOD. As per slide

Bring in the barrier as a further control Bring in the child as a further hazard (someone with little or no experience of risk) is the barrier enough? Bring in the mesh as further control. The slogan basically says it all! A RISK ASSESSMENT IS YOUR BEST INVESTMENT
