Main Activities Planning Kosovo Agency of Statistics Main Activities Planning Kosovo Statistical Agency (KAS) in 2018 has created Census Working Group for next census round (2021) incharge of the preparation of the next census round. Other institutions will be involved during 2019-2020 in different field to support KAS census preparation. In June 2018 KAS has prepare ‘’Road map’’ by specifying the main activities, responsibilities, starting and ending time for the activities. KAS has drafted a working plan with main and detail activities for the period 2019-2023. By the end of 2018 until February 2019 KAS will prepare detail monthly, quarterly and annual detail plan by each units.

Main Activities Census law Kosovo Agency of Statistics Main Activities Census law In second part of 2018 KAS has sent official request to Governments to be included in Legislation Program/calendar for 2019 (to be approved). By the end of 2018 KAS has been informed that Census law is part of 2019 legislation. In beginning of December 2018 KAS has sent invitation to different institution to be part of working group to amendment census law. By the end of 2018 official has been create working group. Concept document is planed to finish in June 2019 where final version of law will be sent to government in October 2019. We hope by the end of 2019 to be approve census law.

Main Activities Financing Kosovo Agency of Statistics Main Activities Financing In 2018 KAS discussed with EU delegation in Kosovo on possibilities of financial support for population censuses. Preliminary discussion between KAS and EU office is that EU will contribute to budget with 1 mil. euro. In the second part of October 2018 (16.10.2018) a round table was organized with donors to support population census. KAS has presented main activities and budget distributed by years. The total cost will be around 12.81 million euros (~7 euros per capita). This was first donors meeting and KAS in 2019 will organized another two round table. Majority of the budget will be covered by Kosovo government. Do to good experience from Census 2011 where budget was managed by United Nations Office for Project Services (UNOPS) and now Kosovo Statistical Agency (KAS) is under discussion to continue cooperation with UNOPS to managed also found for Census 2021.

Challenges Data collection will be by CAPI method and applying this methodology arte some challenges in data transmission and capture where KAS has planet to have 4-5 test during the September 2019 to October 2020 on: testing the equipment, application, coding, electronic maps, GPS etc. After evaluating of all tests KAS will be in position to improve some activities in those fields. In April 2020 KAS will have Pilot where will be tested all activities. For the first time we will apply the Post Pilot Survey (PPS) a week after pilot. This activity will give clear picture to evaluate the pilot. The main challenges is to have budget in time based on KAS proposal. National election by calendar should be in summer 2021 and we hope to not have impact in census where is paned (April 2021).

Outstanding issues If budget will be managed by KAS we are obligated to apply our laws and regulations in procurement and other administrative standards and they will have impact in quality and delays. The working space is a challenge do to lack of space and KAS is in the process of discussion with the government to resolve this issue in time. We hope that political tensions do not affect and issues have been resolved before census 2021.
