Why produce Standards? Encourage market acceptance Interoperability allows purchasers to benefit from competition between multiple vendors Manufacturers benefit from an increased market Development costs shared; risks reduced Increased market and reduced risks improves investor confidence Allow access to new markets Turn good ideas into commercial success

In the days before ETSI… European telecoms standardisation was done by CEPT Participation was by Administrations (Ministries of PTT etc) Administrations usually invited the assistance of their national network operators In most cases, there was only one operator per country Industry and the European Commission had no voice… …and were NOT HAPPY !

The Commission’s response COM(87) 290 final Green Paper on the Development of the Common Market for Telecommunications Services and Equipment - 1987 Issues included: Competition for terminals market Opening up services market Opening up satellite market Services across national boundaries Separation of regulatory and operational functions in Administrations Rapid development of standards National and European Industrial and User participation Permanent structures i.e. Creation of ETSI !

ETSI in 2009 A recognised European standards organization, separate from CEPT and the European Commission Active in all areas of Information and Communications Technology (ICT) Setting globally-applicable standards for telecommunications radiocommunications broadcasting related topics Independent, not-for-profit association under French law 700+ Member organizations from 62 countries and 5 continents* Offering direct participation ISO 9001:2000 certified We have nearly 20 000 publications – available free of charge!

Global Standards Producer ETSI ESO European Standards Organization GSP Global Standards Producer SPO Service Providing Organization ESO: European Standards Organization: standardization for European needs GSP: Global Standards Producer: standardization for the global level SPO: Service Providing Organization: services such as interoperability testing, forum management etc.

ETSI – a European Standards Organization ETSI was conceived in the late 1980s to respond to particular needs in Europe and in support of European Commission ambitions ETSI continues to produce standards for European industry… …and we produce standards and other material to support European Union and European Free Trade Association (EFTA) regulation and legislation… …for which we are officially recognised at EU/EFTA and governmental levels… …as well as contributing ICT radio frequency requirements to the European co-ordination process in CEPT

ETSI’s role in radio spectrum regulations (1) Harmonized Standards Set technical requirements for marketing equipment Set by consensus of Administrations and Industry, in co-operation with CEPT Formally recognised in EU/EFTA Conformity with legislation “presumed” National standards aligned in CEPT countries System Reference Documents Identify spectrum needs for standardized equipment Used by CEPT to align spectrum regulations in CEPT countries Legal certainty in EU/EFTA ensured by European Commission Decisions

ETSI – a global standards body ! ETSI was established as a European body and retains European responsibilities. But… …many of ETSI’s Members are global players… …so ETSI seeks to have its standards adopted worldwide Over 120 of ETSI’s Members (nearly 20% of the total) have no established operations in Europe Many of the other 80% are headquartered outside Europe

ETSI – a global standards body ! GSM - Developed (by ETSI) for Europe Now a worldwide success story! More than 2.2 billion users in over 200 countries 1.3 million new users EVERY DAY! ETSI’s Lawful Interception handover standard Being deployed in Europe… But also in USA and Australia, where the laws are being developed to comply with the ETSI Standard DECT – Digital Enhanced Cordless Telecommunications Originally Digital European Cordless Telephone Over 200 million terminals in more than 110 countries Digital Video Broadcasting (DVB) system specifications Based on DVB Project proposals Services available on every continent TETRA – Terrestrial Trunked Radio Some 900 contracts in more than 80 countries Radio microphones and cordless audio equipment Global agreement on common standards Just some examples…

Started recently… GRID (Sept 2006) eHealth (April 2007) convergence of Information Technology (IT) and telecommunications, interoperable Grid solutions. eHealth (April 2007) co-ordinates ETSI's activities: Security of systems and data, Quality of services, Interoperability and validation by testing, Usability Intelligent Transport Systems (December 2007) communication media, and associated protocols, security, lawful intercept and the provision of generic web services for a wide range of applications. Reconfigurable Radio Systems (March 2008) allow a terminal to adapt dynamically to the technology offered by the network, changing its transmission parameters dynamically to avoid interference with other services. 

Started recently… IMS Network Testing (May 2008) Develop IMS Core Network test specifications (interoperability, conformance, network integration etc.) from 3GPP and TISPAN specifications Quantum Key Distribution (October 2008) Quantum Key Distribution for security of ICT networks Machine to Machine (November 2008) end-to-end overall high level architecture for provision of value-added M2M services based on a horizontal market model Media Content Distribution (November 2008) standards for digital media distribution across unicast, multicast and broadcast networks Autonomic network engineering for the self-managing Future Internet (AFI) (February 2009)
