2 About ITU The United Nations Specialized Agency for Information and Communication Technologies (ICTs) 2015 marked 150 years of experience and innovation Change in 1992: privatization of telecom operators required to keep them in the process at the time where they separated from the States Governments, industry and academia working together at ITU to: Effect allocation of spectrum Facilitate the worldwide standardisation of telecommunication Technical assistance to developing world Harmonisation  the development of telecommunication facilities

Delegation of ITU mandatory work to private sector? - Sectors members and Associates shall be entitled to participate in the activity of the Sector of which they are members: contributions, discussion, chairs (Res.14 PP-06) Does the private sector take part in the decision making process or its stages? - In general No - PP and World Conferences- observers in an advisory capacity Participation in meetings (with the exception of the steering, budget control, credentials and editorial committees), provide information documents, request the floor in order to provide advice (not treated as proposals) - Study Groups- propose a study questions, contribute, participate in discussions, chair of groups and teams. Not involved in approval output documents or voting, but main engine in many studies

What makes private sector interested to participate in financing the ITU? - Network with ICT regulators, policy-makers and experts from industry - Contribute and develop international standards and best practices, to ensure economy of scale and interoperability, to secure investments - Advise governments on ICT strategies and technologies - Participate / Lead Study Groups on emerging issues in the ICT field - Get visibility on the international scene - Launch innovative public-private partnerships - Get access to world-leading ICT statistics and studies Challenges experienced so far? - Keep balance between public and private interests

ITU Financing Administration’s annual fee from 1/16x318k/2 CHF to 30x318k/2 CHF Sector member’s​ annual fee from 3'975 CHF to​ 7​1'550​ CHF How reliable is the private sector? - Private sector is driven by profit - Members States ensure protection of public interest and enabling environment (laws, regulations, enforcement) Benefits for ITU - Technical expertise, financial support, worldwide visibility
