A Standard for Airport and Aviation Security Services – General Why? – Context? Aviation security is already highly regulated by EU legislation Problem is that EU Regulations on aviation security do not take into account the quality of private security services EU inspections do not cover providers of such services Although CEN standards are voluntary, they could pave the way for future EU legislative work Harmonisation can only be upwards At present too many discrepancies between EU Member States March 1, 2012 SICUR 2012 - Feria de Madrid

A Standard for Airport and Aviation Security Services – Scope of the project (1) CEN project was initiated by the private security sector (CoESS/ASSA-I) itself ASSA-I members are the most important security companies providing security services for airports and airlines Many national member federations of CoESS have private security companies active in this field They wish to invest in and promote high-quality security services Scope: standardisation of airport, aircraft, airline and airport-related civil aviation security services provided on a contractual basis March 1, 2012 SICUR 2012 - Feria de Madrid

A Standard for Airport and Aviation Security Services – Scope of the project (2) Content Requirements for private security companies and their independent branches and establishments related to Organisation Personnel management Operations Quality criteria for the delivery of civil aviation security services Tool for customers To be used for the selection, attribution, awarding and post-contractual reviewing of the most suitable contractor CEN is not a certification mechanism, audit system or label; it is a standard for airport and aviation security services with voluntary application March 1, 2012 SICUR 2012 - Feria de Madrid

A Standard for Airport and Aviation Security Services – State of play Three-year project The Project Committee finished drafting the standard by the end of 2010 The standard was then submitted to the CEN members (national standardisation bodies) for final vote, which took place on June 7, 2011 The English language version of the standard was published by CEN on August 17, 2011 At national level, CEN members now have to translate the standard and make it available March 1, 2012 SICUR 2012 - Feria de Madrid

A Standard for Airport and Aviation Security Services – Benefits and advantages for airports, airlines and other clients Reference to a European-wide standard as no other standards exist today Guarantee that security providers will comply with the highest possible set of rules and standards Common standards will strongly enhance the ‘best value’ principle Encourage customers to choose quality above low prices Designed to guide customers through key quality criteria when selecting a service provider CEN project could be a first step into the direction of the necessary European legal recognition At a later stage, voluntary standards could hopefully evolve into mandatory standards March 1, 2012 SICUR 2012 - Feria de Madrid
