Scoping of local context (understand watershed and physical boundaries) Define key water security issue(s) (including engagement of key stakeholders) Explore social context (identify stakeholders, champions, & existing initiatives) Identify legal and institutional conditions HOW CAN A WATER FUND HELP? Identify potential water fund interventions Identify value of interventions and determine who cares Develop elevator pitch and initial outreach plan Estimate total projected costs: Design Phase (precise) and overall (high-level) Identify potential funding Explore role of partnerships SHOULD THE WATER FUND MOVE FORWARD? Complete a SWOT analysis (Strengths, Weaknesses, Opportunities, Threats) Assess capacity needs for Design Phase Secure formal commitment from several key stakeholders for Design Phase Prepare Feasibility Report Hold decision-meeting: go/no-go decision to proceed to Design Phase Hire Water Fund Director Secure funding from committed stakeholders and allocate for Design Phase *Note: while this action plan outlines a suggested order of steps, the exact process for any given water fund will vary based on local conditions and context.

Instructions Project slide on wall and use sticky-notes to: Identify which actions are completed. Identify when actions need to happen (timeframe without names/assignments attached). Identify who holds capacity in each component/area. Identify capacity gaps and opportunities (do we need to retain expertise outside this team?) Assign team members to identified actions. Document results (e.g. photos, save files) and commitments/next steps. Follow-up with results and schedule next meeting.
