FMD Control-A Global Public Good West Eurasia Roadmap FMD Control 2010-2020 October 8 & 9 2009 - Istanbul / Turkey FMD Control-A Global Public Good Outcome of the OIE/FAO conference in Paraguay Lea Knopf Scientific & Technical Department OIE, Paris

FMD Global Control - A complex situation and A Global Public Good Importance of livestock sector in the economy of several developing countries: negative impact on animal production and international trade (high price markets) FMD impact on smallholders farming systems: negative effects on animal production by reduction of milk yield, abortions and mortalities among young animals, lameness (draught power) and weight loss Impact of FMD on poverty, food security and gender issues West Eurasia Roadmap meeting, October 8 and 9 2009 – Istanbul / Turkey

7 Regional Virus Pools Reference laboratories/Centres OIE Ref Laboratories & Collaborating Centres FAO Additional Reference Centres Regional/National West Eurasia Roadmap meeting, October 8 and 9 2009 – Istanbul / Turkey

Technical issues: Vaccination FMD – vaccination as reported to OIE West Eurasia Roadmap meeting, October 8 and 9 2009 – Istanbul / Turkey

Technical issues: Vaccines & Vaccination Heterogeneous vaccine strains: need for vaccine matching test to select and use effective vaccines Heterogeneous vaccination strategies Vaccination calendar are not often linked with epidemiological situation Vaccination coverage is not satisfactory in several countries The control of vaccination efficacy is rarely implemented Vaccine quality control (inocuity, potency, purity, etc.) West Eurasia Roadmap meeting, October 8 and 9 2009 – Istanbul / Turkey

Main Recommendations on FMD Vaccines & Vaccination To respect OIE Standards on FMD vaccines quality Research & development effective and quality vaccines at low cost for all susceptible species, for all prevailing field strains safe use under challenging conditions (e.g. thermo-stability). Establishment of vaccine banks (strategic locations) in support of Regional FMD control programmes. West Eurasia Roadmap meeting, October 8 and 9 2009 – Istanbul / Turkey

Technical issues: Epidemio-surveillance & Monitoring Scientific methods cannot provide absolute certainty of the absence of infection Globalisation risks, Early warning, Transparency and Notification Collection and analysis of epid. data: “Information for action”. Random Survey designs may miss detect low prevalence, risk targeted surveillance systems, but identification of risk factors. Combinations active, passive surveillance and ev. Participatory Epidemiology Role of different susceptible species West Eurasia Roadmap meeting, October 8 and 9 2009 – Istanbul / Turkey

Main recommendations on FMD Epidemio-surveillance To Enhance support epidemiological networks and cooperation for national, regional and global FMD surveillance. transparency and notification access to diagnostic facilities for quick and efficient diagnosis of FMD (e.g. OIE Lab twinning programmes, FAO Lab network development) Compliance of diagnostic tests with OIE International Standards. Official recognition of countries and zones FMD free FAO (+OIE) strengthen technical support for national / regional roadmap for progressive FMD control Inclusion of nature and wildlife conservation organisations in national and regional FMD control strategies Zones FMD-free, free without vaccination (5 countries) Country FMD Free without vaccination (64) Country FMD Free with vaccination (1) More than 100 countries still non-FMD free Zones FMD-free, free with vaccination (10 countries) West Eurasia Roadmap meeting, October 8 and 9 2009 – Istanbul / Turkey

Main recommendations on FMD and Trade OIE continue up-date standards for FMD Further research to allow safe trade in animal products avoiding unjustified barriers to trade, Needs for developing countries to progress on FMD control/eradication, Protect free countries, maintaining efficient VS and field FMD surveillance. West Eurasia Roadmap meeting, October 8 and 9 2009 – Istanbul / Turkey

Global FMD Control Strategy: Regional Approaches Need of strategic technical support and guidance to optimise actions and strategy (under limited resources) Progressive Control Pathway, starting with feasible actions in affected countries, towards FMD Freedom Success stories: SEAFMD, EUFMD, CVP/MERCOSUR Need of Regional coordinating programmes: GF-TADs, RAHCs Stages 0-3 = infected countries/zones Risk not controlled Continuous FMDV circulation Critical risk points identified, strategy being developed Critical points addressed  incidence Approaching freedom Outbreaks < once / year Officially free with vaccination No circulation / containment zones only 1 2 3 4 Officially free without vaccination No circulation / containment zones only 5 West Eurasia Roadmap meeting, October 8 and 9 2009 – Istanbul / Turkey

Main recommendations on Regional Strategies Strategy for FMD Global Control should be an international priority (to be developed by OIE & FAO under GF-TADs). Existing regional successful mechanisms progress in regional FMD control (SEAFMD, EUFMD, CVP/MERCOSUR) FAO & OIE continue their efforts to promote Long term coordinated regional initiatives (roadmaps) for FMD progressive control (in each reservoir). FAO & OIE organize regular Global Scientific meetings on FMD Control (e.g. Indian Council of Agricultural Research, 2010 or 2011) West Eurasia Roadmap meeting, October 8 and 9 2009 – Istanbul / Turkey

Good Governance of VS for FMD Global Control More than 2/3 of countries are developing or in-transition countries, that lack resources and effective VS to implement and sustain FMD national control programmes. Need of sustainable public/private partnerships and international support for FMD control at national, regional and global level Good Veterinary Governance is essential to ensure implementation of national programmes. West Eurasia Roadmap meeting, October 8 and 9 2009 – Istanbul / Turkey

Main recommendations on Good Governance of VS Establish the application of Good Veterinary Governance in developing and in transition countries  sustainable public/private partnerships / involvement of international donors FAO continue to support national capacity building in developing and in transition countries to comply with OIE standards FAO develop guides, tools and technical support to members for the implementation of the FMD progressive control pathway at national level West Eurasia Roadmap meeting, October 8 and 9 2009 – Istanbul / Turkey

Political Commitment and Advocacy for achieving FMD Global Control Awareness of negative impact of FMD at individual producer level (poorest farmers) Food insecurity: at household level, reducing access to local, national and international markets, and reducing animal draught power for agriculture FMD control & eradication at national, regional or global level can be only achieved if FMD control is recognised as GPG by the international community Contributions from Free Countries: win-win situation FMD control is a costly and long term process ! (Governments, donors and all stakeholders) West Eurasia Roadmap meeting, October 8 and 9 2009 – Istanbul / Turkey

Main recommendations on Political Commitment and Advocacy Confirm and communicate at high level the justification (economic and social) to officially recognise the FMD global control (& eradication) as GPG. Analysis of the impact of FMD on wealth creation, food security and gender issues (incentive for Governments and donors to invest on FMD). Compensation mechanisms with private sector and donors. FAO - OIE pledging conference for the global control starting by regional activities West Eurasia Roadmap meeting, October 8 and 9 2009 – Istanbul / Turkey
