The Ukrainian Grain Sector: Bridging Positions Of Government And The Private Sector 27 January 2011 Kiev, Ukraine

Ukraine - grain production potential Ukraine is important for global food security Country's grain production potential was estimated at 75 million tons Investment at the farm level is needed to realize this potential. Accommodating and predictable government policies are necessary to insure investment

Domestic food security concerns are important policy considerations Need for the dialogue Domestic food security concerns are important policy considerations Grain industry needs to understand government's role in assuring food security Grain export quotas/limitations: result in overall farmers' losses contribute to higher international price volatility if introduced, must be fair and transparent to all .

Food security interventions

Improved market transparency Market information and transparency help both government and industry make better decisions In 2009, FAO and EBRD initiated policy dialogue in Ukraine, and developed a methodology to forecast grain balances Government of Ukraine has necessary tools and information to prepare and publish good, timely and reliable food forecasts

Next steps and FAO support A permanent consultation mechanism needs to be established FAO is ready to provide support with its partners from the international financing institutions: improve crop production and input availability to farmers through new pre-harvest financing instruments better transparency in key data collection systems guidance on trigger policy levels and instruments.
