Radioactive materials and associated facilities WG3

Radioactive materials and associated facilities Technical Elements Challenges Opportunities Good practices Recommendations Regulatory staff Lack of cross training between regulatory staff in safety and security Can use already developed training packages for safety and security as a baseline Encourage awareness of safety and security aspects for both regulators Develop and provide cross training courses in both safety & security for regulators

Radioactive materials and associated facilities Technical Elements Challenges Opportunities Good practices Recommendations Advisory and peer review services Do not all include safety and security interface (SSI)   Services already in place by the Agency Harmonize advisory and peer review services that includes SSI Prepare module for SSI and include experts from the other field in missions

Radioactive materials and associated facilities Technical Elements Challenges Opportunities Good practices Recommendations Regulatory framework Facility access Notifications Authorization Inspections Source registration/database Regulations Maintenance Lack of arbitration process to resolve conflicts Establish an arbitration process Develop internal committees for safety and security with good experiences Develop recommendations for management to resolve conflicts in the decision making process

Radioactive materials and associated facilities Technical Elements Challenges Opportunities Good practices Recommendations Operators (licensee) Lack of cross training between safety and security for operators/licensees Training exists and can be incorporated into national training programs Incorporate SSI training into both security and safety training programs Develop and provide cross training courses in both safety & security for operator/licensee Confidentiality issues Balancing transparency and confidentiality concerns Establish an arbitration process Develop internal committees for safety and security with good experiences Develop recommendations for management to resolve conflicts that affect confidentiality issues

Radioactive materials and associated facilities Technical Elements Challenges Opportunities Good practices Recommendations Radioactive materials and associated facilities Transportation* Lack of coherence between national transportation security regulations and the internationally harmonized dangerous goods regulations Agency already developing TECDOC on SSI and workshop and exercise materials for implementation of the TECDOC, NSS 13 and 14 being reviewed to include additional guidance on SSI, e-module being developed on SSI.   Share best practices at multilateral fora. Include SSI in e-learning modules Take advantage of regional transportation safety networks that already exist Update UNOB to reflect INFCIRC/225/Rev.5 Investigate other, non-nuclear legal requirements, to identify gaps or conflicts for resolution Continue TECDOC development on SSI Defer to NSGC to determine if additional changes to guideline documents are required
