Intermodal transport: context What is “Intermodal transport (IMT)” ?? The movement of goods in one and the same loading unit/vehicle by successive modes of transport WITHOUT HANDLING THE GOODS THEMSELVES when changing modes. Working Group on Rail Transport Statistics 1-2 October 2015

Intermodal transport: context CGST December 2009: Task Force with a mandate to investigate possibilities for compiling intermodal freight transport statistics at EU level, by looking at studies, projects and initiatives at national, international and EU level – Report to CGST in December 2011 CGST December 2011: Task Force mandate renewed, investigate the possibility of compiling intermodal statistics in a similar way as done in Germany (application of the “German Approach”) – Report to CGST at the end of 2013 CGST December 2013: Task Force mandate renewed, further investigate the possibility of compiling intermodal statistics following the “German Approach”) and investigate additional intermodal transport performance indicators. Rail WG 2011 & Intermodal Transport Statistics Preliminary technical discussions were launched for potential changes to Regulation to overcome the main shortcoming: Missing link between the type of cargo (ITUs data) and the place of loading/unloading Working Group on Rail Transport Statistics 1-2 October 2015

Written Consultation of the Rail WG Mid-October 2014: replies from 28 countries One third of the countries indicated that such developments could NOT be implemented at all Another third of the countries mentioned that the modifications suggested could be partly implemented The remaining third stated that all changes proposed could be implemented Balanced position of the countries concerning proposals for Tables A1/A3 and for Tables F1/F2 Majority of the countries are against the suggestions related to Tables A6/A7/A8 Working Group on Rail Transport Statistics 1-2 October 2015

Methodological inconsistencies/issues Containers and swap bodies are grouped together Data for containers on roll on/roll off units are not collected Rail transport statistics are based on gross-gross weight of the goods, including both the weight of packaging and of the ITU tare weight Information on the size of containers is not available preventing the production of estimates for the gross weight of goods in containers ITU data is not available at NUTS-NUTS level. Regional flows are currently only available for total Rail transport Working Group on Rail Transport Statistics 1-2 October 2015

Rough estimates of regional flows Data on gross-gross weight of goods are available for total cargo at NUTS-NUTS/Country level Data on gross-gross weight of goods are available at country level by type of cargo and by type of transport (National, international loadings, international unloadings and transit). The share of containers and swap bodies on the total transport could be calculated by type of transport for each reporting country. The shares obtained could be applied to the NUTS- NUTS/Country data Estimation not precise enough Working Group on Rail Transport Statistics 1-2 October 2015

Changes in the rail data collection recommended by the TF-IMT Regional flows should be available for the ITU sub-category, not only for Total transport The ‘type of transport unit’ classification should be extended to consider the size of containers The ‘type of transport unit’ classification should distinguish between containers and swap bodies The ‘type of transport unit’ classification could be extended to containers on Ro-Ro units A new dataset should be collected on yearly basis Working Group on Rail Transport Statistics 1-2 October 2015
