1 Safety statistics - rail accident statistics
Yves MAHIEU Anna BIAŁAS-MOTYL 2-3 April 2009 Meeting of the Working Group on Rail Transport Statistics Agenda point: 8 Doc Rail

2 Rail accident data - workflow
EUROSTAT Statistical Offices, Ministries etc. Regulation EC 91/2003 National Safety Authorities ERA Safety Directive 2004/49/EC Cooperation recommended Close cooperation on: -data exchange -data comparisons WG on Rail Transport Statistics Common Safety Indicators WG (CSIs) Incoherent data ! 2-3 April 2009 Meeting of the Working Group on Rail Transport Statistics Agenda point: 8 Doc Rail

3 Harmonisation between two legal acts
If both revised legal acts come into force? EUROSTAT Revised Commission Regulation with the definitions approved by the written consultation ERA Revised Annex I of the Safety Directive with the definitions elaborated by the CSIs WG Still discrepancies between the data and differences in the deadlines for data provisions 2-3 April 2009 Meeting of the Working Group on Rail Transport Statistics Agenda point: 8 Doc Rail

4 Driving forces in the White Paper and its mid-term review:
New approach on safety statistics - background Driving forces in the White Paper and its mid-term review: Congestion Safety Road fatalities cut by half by 2010 Fast growing transport of passengers by air > tragic accidents Fast growing transport of freight by sea > ecological damage Impact on the environment 2-3 April 2009 Meeting of the Working Group on Rail Transport Statistics Agenda point: 8 Doc Rail

5 Eurostat vs. agencies – different level of cooperation established
New approach on safety statistics – background cont. In the recent years DG TREN has been very concerned and active in safety issues: Creating various safety agencies: Road – ERSO ‘observatory programme’ (CARE) Rail – ERA Maritime – EMSA Aviation – EASA … involved in statistical data collection NB. IWW – voluntary collection by Eurostat Eurostat vs. agencies – different level of cooperation established 2-3 April 2009 Meeting of the Working Group on Rail Transport Statistics Agenda point: 8 Doc Rail

6 TREN and safety agencies:
The way forward – basic principles TREN and safety agencies: Primary data collection Transmission to Eurostat of agreed datasets Eurostat: Discontinuation of regulated data collection on rail safety Production of harmonised (across modes), aggregated statistical data on transport safety (accidents, fatalities, injured, ecological damage, …) Annual dissemination of harmonised data 2-3 April 2009 Meeting of the Working Group on Rail Transport Statistics Agenda point: 8 Doc Rail

7 MS: Eurostat: The way forward – methodology
Harmonisation (among countries – across modes) Statistical quality (coherence, timelines, etc.) The way forward – resources MS: Elimination of redundancy and discrepancy in parallel data collected Reduction of the burden Eurostat: Elimination of attempts of harmonisation with ERA’s network Legislative work to eliminate rail safety data from the Regulation New process (production – dissemination) in a totally new framework 2-3 April 2009 Meeting of the Working Group on Rail Transport Statistics Agenda point: 8 Doc Rail

8 The way forward – calendar
Oct 2008 First coordination meeting of safety agencies Nov 2008 Eurostat adopts a strategy Meeting Eurostat – TREN Meeting Eurostat – ERA Dec 2008 CCST meeting – discussion with the MS ___ 2009 Preparation and signature of the institutional framework 2010 Monitoring of accident data quality; work on discontinuation of Annex H data collection 2010 >>> New process (production and dissemination) 2-3 April 2009 Meeting of the Working Group on Rail Transport Statistics Agenda point: 8 Doc Rail

9 Conclusions – rail transport statistics
A framework for cooperation between ERA and Eurostat will be established. No legal basis for this cooperation is envisaged, but a Memorandum of Understanding. The Commission will propose the European Parliament and the Council to discontinue the collection of Annex H data. Rail accident data will be collected only by ERA, which will provide Eurostat with data in order to produce and disseminate aggregated indicators. 2-3 April 2009 Meeting of the Working Group on Rail Transport Statistics Agenda point: 8 Doc Rail
