Presentation transcript:

LAMAS Working Group 7-8 December 2015 Agenda Item 3.1 AHM programme 2019-2021: draft delegated act Fabienne.Montaigne@ec.europa.eu

Background IESS framework regulation, specifying information to be collected quarterly, annually, biennially and every 8 years, under discussion Necessary to work in parallel under assumption that LFS basic act No 577/98 remains valid, as the obligation to have a multi-annual programme for the ad hoc modules Ad hoc module programme covering 2019-2021 Regulation (EU) No 545/2014 => adoption of the programme should occur by the end of 2016

December 2014 LAMAS 1) Agreed on the 3 topics for the programme AHM 2019: Work organisation and working time arrangements AHM 2020: Accidents at work and other work-related health problems AHM 2021: Labour situation of migrants and their immediate descendants 2) Agreed on the 3 sub-modules for AHM 2019 Flexibility of working times Methods at work Place of work => AHM 2019 = re-scheduled AHM 2015

AHM 2020 Proposed to be similar to AHM 2013 AHM 2013 worked well and can be repeated Proposed sub-modules: Accidents at work: identify accidents at work resulting in injuries, their type and impact in terms of work days lost or disability Work-related health problems: identify physical or mental health problems caused or made worse by work, their type and impact in terms of work days lost or disability Risk factors for the physical health and/or the mental well-being: identify if workers are exposed to risk factors that can affect their physical and/or mental health

AHM 2021 (1/2) Content based on AHM 2014, but with some adjustments AHM 2014 as a whole provides useful results However a couple of variables are problematic for some countries or for some answer modalities

AHM 2021 (2/2) Proposed sub-modules: Background information on migrants and their immediate descendants: provide more details on this population, e.g. regarding educational background of parents and main reason for migrating or, when applicable, education or occupation before migration Language skills: collect information about language skills of migrants Obstacles and support to labour market participation: capture information on obstacles to labour market participation, on services for labour market integration and on individual approaches to finding work

Further steps Multi-annual programme for AHMs 2019-21 should be defined by delegated act (if IESS FR is not yet adopted in 2017/18 or if its first year of implementation is not 2019) After agreement by LAMAS, Eurostat will proceed with the legal steps for the programme adoption Calendar of adoption procedure similar to the one for the multi-annual programme 2016-18 Programme 2019-21 to be adopted no later than end 2016

LAMAS is invited to: take note of the proposed sub-modules structure corresponding to the AHMs 2020 and 2021 endorse the proposed programme of ad hoc modules for 2019-2021
