IESS FR not yet discussed at COREPER; first implementation still 2021 LFS AHM 2020 unanimously approved by ESSC on 12/10 3-yearly report to EP/Council Task Forces (agenda items 4.2 and 4.3) Budgetary issues: delays to E-Grants system Dissemination: QR, ad-hoc requests, SUF, NUTS back data, AHM 2017

3 1b. Debriefing from the 20th ICLS
20th ICLS in Geneva: October 2018 Successful in terms of participation and achievements ICSE-18 by type of Authority and Economic Risk ICSaW, cross-cutting variables, indicators, data sources and guidelines for data collection Future work: Pilot testing; implementation in LFS after 2025 Informal work, ISCO revision and Skills mismatches Link to website to be sent by

4 3.1 Consequences of the changes implemented in Annex I of IESS FR
LAMAS welcomed proposals from Eurostat / TF3 LAMAS agreed to re-assign existing variables (without changes) to Underemployment, Education including education interrupted or abandoned and Career continuity and breaks Taking information from registers is allowed New TF to work on Career continuity and breaks and Income from unemployment allowances

5 3.2 Maternity, paternity, parental leaves
LAMAS supported the previously agreed approach with duration and income: only 3 countries against LAMAS agreed to add in the flowchart / notes: Eligibility to, in addition to receipt of, job-related income Social security contributions -> "job-related income" "Job-related income" doesn't mean proportional to the job income (flat rate can satisfy this condition) Guarantee to come back to work See on a bilateral basis which leaves can be associated to parental leave (e.g. care leave) Revised flowcharts to be circulated

6 3.3 Draft LFS implementing measure
Art 2 §6: Annex III on flowcharts to be made consistent about 'gross' sample; FR to provide detailed comments on uniform sampling (incl. Art 6) and possible proposal for revised formulation Art 4 §3: LAMAS supported harmonisation of age intervals; impact of simplified rules to be assessed / added Art 6: LAMAS agreed with proposal of optional sub- sample for the biennial variables Art 7 §5: Estat to review the list of variables and identify those to be collected by interview

7 3.3 Draft LFS implementing measure
Art 8 §1: For the restricted set of variables in Art 7 §5 imputation (incl. LFS donors, copy/paste) not allowed Art 8 §4: Full crossing of sex, age groups and region in weighting not required Art 8 §5: Household data to be collected through demographic statistics (Estat action); reformulation needed to be clearer (SE input) Art 8: Add a § on the use of register for calibration (proposal to be circulated by Estat) Art 3: Number of variables for the 2 detailed topics "Young people" and "Education" together not to exceed 7

Annex 1 for employed persons: Drop "paid or unpaid" for holidays Modify definition of income for parental leave Add "regularly" for seasonal workers Move "persons producing agricultural goods" to item (c) Annex 1 for unemployed persons: Move "during the reference week" to (a)

9 4.2 TF on gig economy, career breaks and unemployment allowances
Strong interest from LAMAS for this TF Agreement to take out from TF2 the issue of "dependent contractors" Set up one or two task forces To be in line with the ILO time schedule LAMAS written consultation with the scope of the TF(s) and schedule of the TF meeting; answer on participation excepted by end November

10 4.3 TF on Labour Market Flows
Several countries already showed their interest (NL, PT, IT, FR, BE, FI + NO?) Need for a global overview of the planning for all TFs Estat will send the full picture for all planned TFs meetings -> answer from LAMAS on participation for all TFs by end November

11 2.1 State of play of IESS FR Waiting for the Council to take position on the text from the Trilogue Still possible to have an implementation in if the IESS FR is adopted in the coming weeks All delegated and implementing acts should be adopted before end 2019 => Several additional DSS meetings to take place in 2019 This discussion in LAMAS can help the process at DSS level => LAMAS position to be prepared (Estat will circulate a draft document for LAMAS written consultation)

12 2.2 Draft common acts Definition of private household
Estat will send again the results of the LAMAS written consultation and the synthesis document that was sent to DSS 2 years ago on this topic IESS FR goes beyond the dwelling concept Definition should be valid for LFS, but also for SILC & HBS Need for an operational definition / model question(s) Practical implementation should be looked at (FR, PT) Definition of population Hotels and boarding hotels should be deleted in 4 Some parts should be carefully reviewed (3c, 3d, 7, 8, 10) in relation to income and expenses sharing

13 2.2 Draft common acts Quality reports
Delete "who can serve as a proxy respondent" in a Delete "census" in b => Synthesis of the LAMAS comments to be prepared by Estat unit F3 and circulated to LAMAS for written consultation; then synthesis to be sent to Estat unit F1

14 4.1 Module on "Job skills" General issues Questions
Jointly with DG EMPL, Estat will look at the output tables that can be produced Review the scales, especially "All of the time" Questions Physical tasks: take Q1c_alt; work further on Q2 with TF2 Intellectual tasks: keep the questions but work on notes Social tasks: further reflect on Q6 (1 or 2 questions); add "students" in Q7; keep Q8 and Q9 unchanged Autonomy: take the same scale as for the other questions Teamwork: take "How often do you work together with colleagues in a group or team in your main job?"

15 4.1 Module on "Job skills" Questions (cont.)
Routine: drop "exactly" in Q12; keep Q13 and Q14 but "quantified" to be explained in the notes Tools: add "other" in Q16 Fear of job loss: work further with TF2 on scale and along the line of "likelihood" Estat will prepare a revised list to be circulated in TF2 with further reflection on open issues Estat with DG EMPL will look at the output tables

16 4.4 NSIs publications based on SUFs
Estat will redraft the bilateral agreement, with two alternatives, with or without dissemination, and circulate to LAMAS Opportunity for each delegate to recheck the position of his/her country

17 5. AOB LAMAS invited to the 14th LFS Methodological Workshop in Budapest, Hungary in May 2019 Explanatory notes will be finalised by Estat, as well as the flowcharts and model questionnaire for the ILO labour status module, and sent to LAMAS begin November Next LAMAS meeting will take place before June 2019; precise date will be sent by end 2018
