Passive voice is used when the focus is on the action. The subject doesnt matter. Who did it doesnt matter. Just the action.. The Agent (doer of the verb)

Someone stole my purse. (active) My purse was stolen. (passive) In the second sentence, we can see that the subject doesnt matter. Just, that the purse was stolen.
