PROVINCIAL COACHING COMMISSIONS STRUCTURE AND TERMS OF REFERENCE

1.The Provincial Coaching Commission will be a Commission of the Provincial Sport Confederation and will be the coordinator for the development of coaching and the implementation of the South African Coaching Framework within the Province. 2.The Commission will work with Provincial Federations and other partners to enhance the availability of active, skilled and qualified coaches at all stages of participant development. 3.The Commission will act as a key voice for coaches and coaching in the Province. 4.The Commission will comprise of 12 members, drawn from districts, provincial federations, coaches organisations, the higher and basic education sector and other relevant organisations. 5.The appointment of the Commissions will be overseen by the Provincial Sport Confederation. Six members will be elected by a coaching forum within the province. Six members will be selected by the Provincial Sport Confederation taking account of the skill sets and representation required for the Province, geographically and across sports. 6.The Commission will be elected on a quadrennial basis, in line with the electoral cycle of the Provincial Sports Confederation and SASCOC. 7.At least six members of the Commission will be practicing coaches. The Chair will be appointed by the Provincial Sport Confederation from the elected/selected members and will be a member of the Board of the Confederation. TERMS OF REFERENCE 1.Coordinate the development, promotion and quality assurance of sport coaching at provincial level, based on the needs of sport participants and their coaches and using the South African Coaching Framework as the key point of reference 2.Develop short, medium and long term plans for coaching and the implementation of the South African Coaching Framework, taking account of provincial and national priorities 3.Support federations and academies in the roll-out of their coaching programmes 4.Develop a register of coaches and organisations that form the coaching network in the province 5.Develop the coaching network in the province through communication, forums, workshops, communities of practice; support for coaches and marketing 6.Develop a Provincial Coaching Web-site 7.Prepare annual programmes for the support and development of coaches, working in partnership with the provincial department and other stakeholders 8.Undertake research and impact evaluation projects in partnership with higher education institutions and in line with the requirements set out by SASCOC and PSC 9.Provide technical advice and reports to the PSC and SASCOC based on core templates and agreed reporting procedures 10.Work closely with Provincial Departments to support provincial objectives through coaching PROVINCIAL COACHING COMMISSIONS STRUCTURE AND TERMS OF REFERENCE
