Is the fourth largest town in Kenya after Nairobi, Mombasa and Kisumu It is an agro-based industrial town and the capital city of Rift Valley Province It lies 160Km North west of Nairobi The town started as a railway station in the beginning of the 20th century NAKURU MUNICIPALITY NAKURU MUNICIPALITY

It gained Municipality status in 1952 It is situated on an altitude of 1859 M above sea level Covers an area of 290 Sq Km. 188 sq km is in the National park and 102 is the urban area

Refers to professional, formal and proper management of projects while a project is an activity that has a definite starting point and definite end point PROJECT PILLARS (a) Project Duration (b) Project Budget (Cost) (c) Project performance quality PROJECT MANAGEMENT

Project duration Its the start time and completion time. How well that projects team manages time will influence project completion and performance. The ability to manage time is a key pillar of project management. Project budget (cost) Every project must have a well planned budget. Cost or financial resource is considered to be an influential pillar pf project performance and time.

Project performance quality How a project performs is determined by planned time and financial resources. All projects are governed by specifications that make them unique. The project team must ensure high quality in accordance with each projects specifications. Project Life Cycle Its the different stages that projects to be managed systematically.

Project Life Cycle Stages (i) Planning stage (ii) Implementation stage (iii) Project termination stage Planning Stage This is where project goals, visions and objectives are clearly stipulated. The project will progress well if the team plans project duration, specifications, budget and objectives accurately and are strictly followed. Planning also entails risk management and prudent project selection strategies. After planning is final the project commences and a project monitoring and evaluation is put in place

Implementation Stage This is where the project fundamentals are put to use. For proper implementation, the three project pillars must be properly adhered to. Project Termination Stage This is when the project has come to completion and an assessment or evaluation is done.

MANDATE Municipal Council of Nakuru has been mandated by Chapter 265 of the laws of Kenya through legislation to play the role of managing and improving services in the entire jurisdiction of the Council. These services include basic education, housing, health, garbage collection, planning and devvelopment control and fire fighting services etc.

OUR VISION: To be the leading Local Authority in quality service delivery in Kenya OUR MISSION: To deliver/facilitate quality service to the community within our jurisdiction efficiently and effectively through a participatory approach.

In the Municipal Council of Nakuru, several projects have been started. All the activities that have been initiated are under one bigger project/cooperation involving the Municipal Council of Nakuru and Hämeenlinna City. The core objective of this partnership is capacity building and service delivery.

Coordination committee in MCN (i) Chairman – His Worship the Mayor (ii) Town Clerk (iii) Coordinator (iv) Head of Departments (v) Sector Leaders (vi) Respective Civic Leaders

The Committee meets once a month. They are in charge of coordinating Technical Project implementation. They report to ALFRA Joint Steering Committee and local councils. Responsibilities of the committee: (i) Monitoring project activities (ii) Approve project budgets (iii) Approve sector committee activities and compile reports (iv) Submit quarterly progress reports to the Joint Steering Committees

The Sector Committee comprise of two (2) elect leaders, the respective Head of department and other officers one being the Assistant Coordinator MCN Sectors 1. Adminstration Sector 2. Environment Sector 3. Education Sector

In clear regard to the principles of Project Management, the Project has tried to follow all the phases required. It underwent the first phase of co-operation that lasted from 2005 to In the same period, several mini- projects were initiated and implemented. They include the following: (a) Establishment of MCN (ICT) Training Centre at Menengai Social Hall – which benefits both the MCN staff and community living around (b) Construction of classrooms in various MCN schools.

(c) Establishment of Environment Clubs in schools. (d) The Education Department prepared their five (5) years Strategic Plan. (e) Capacity Building through training – Public Relation Course, Leadership and Quality Management (f) Establishment of schools exchange program for pupils (g) Exchange program through work visits – Councillors and Chief Clerks officers have visited Finland as those from Finland have visited Nakuru.

The Second Phase of the project is ongoing and was from 2008 – 2010 and is following the laid down tenets of Project Management CHALLENGES 1. Late remmitance of project money 2. High turn over of project coordinators
