7 MALI Approach and Principles Approach: Approach: Pilot project involving Pilot project involving a sample of five territorial communities at three levels (a regional assembly, provinces, and two communities) Principles: Principles: - Value what already exists. - Put stakeholders in the picture. - Ensure technical teams flexibility. - Ensure “progressiveness” in defining indicators. - Modernize work tools.

8 MALI Main Courses of Action - Benefit from the contribution of high-level staff. - Computerize territorial communities in the pilot project area. - Train technical teams and elected officials in specific areas (results-based management, geographic information systems, data analysis, IT). - Support stakeholders at the regional and local levels. - Facilitate at the central level, especially through the Steering Committee. - Capitalize on experience.

9 MALI Results The PRSP process and its M&E mechanism are better understood. Stronger production, management, and data analysis capacities. Stronger M&E capacities. Modernized work methods and tools.

10 MALI Results Results (continued) The five territorial communities (TCs): Are equipped with computer-based tools. Have been trained to use RBM, monitoring, evaluation, and data analysis tools Now have basic statistics and a baseline for a range of sectoral indicators. This allows them to set five-year targets. Their achievements can be monitored annually. They can also be used to guide local decision-making.

13 MALI Lessons Learned Special attention must be paid to means of communication. Rural communities, without any source of electric power, can be computerized at affordable costs (less than 5 million CFA francs), and they can have computerized databases and geographic information systems. It is necessary to strengthen the working relationship between TCs and decentralized government technical services, which played a decisive role in executing the pilot project. The more data are used locally, the greater the chance they can be improved and adapted to the needs of users, in this case, TCs.
