I’ve been thinking about this generation of leaders who set forth a vision of self-governance. And because of these individuals, we are here today. This morning, I like to share updates in three areas: Current State of the IHS Tribal Self-Governance Program Update on the Office of Tribal Self-Governance activities Ponder what the next generation of self-governance will look like But before my update – I do want to share a little more about me to answer maybe a question about me: Where you from? “In every deliberation, we must consider the impact of our decisions on the next seven generation” from the Great Law of the Iroquois Confederacy These two pictures basically some it up – generations of Seneca. This first picture, on the left, is five generation of incredible Seneca women, spanning from great-great- great grandmother to my mother as the little girl in front. This second picture is three generation of short Seneca women, myself included, with my son. This was the day that he was enrolled into our Tribe. These pictures remind of me of the teaching that what we do to do, we need to think of the next seven generations.

98 Compacts, 124 Funding Agreements Total: 98 Compacts, 124 Funding Agreements So what is the generation of the IHS Tribal Self-Governance program 30 years ago was the 1988 Tribal Self-Governance Demonstration Project which authorized only BIA to negotiate compacts. This spark lead to IHS receiving authority for a feasibility study in 1991, authority to negotiate compacts in 1992 and begin fiscal year 1994 as year 1 negotiating the first 14 compacts. Over 25 years, 98 compacts and 124 funding agreements have been negotiated with over 365 federally recognized tribes participating in the self-governance.

Established in 1991, Office of Tribal Self-Governance works to create successful connections and lasting partnerships. We serve as the primary liaisons and advocates for current and future Tribes participating in the Tribal Self-Governance Program. Today, OTSG provides information, technical assistance, and policy coordination in support of IHS Self-Governance activities and serves as an advocate for Tribal concerns regarding the delivery of health care. Program Analysts, Financial Analysts, Policy Analysts. Note that Financial analysts are not here with our team as they are back in Rockville ensuring that funds are transferred to the Title V payments.

OTSG Activities: Accomplishments Updated Delegation of Authority #17 Process improvement by mapping current review process Agency Lead Negotiators improved coordination Participating in nation-to-nation negotiations of ISDEAA Title V Compacts and Funding Agreements and providing oversight of the Agency Lead Negotiators (ALNs). Reviewing eligibility requirements for Tribes to participate in the TSGP and applications for TSGP Planning and Negotiation Cooperative Agreements. Providing resources and technical assistance to Tribes and Tribal Organizations for the implementation of Tribal Self-Governance. Coordinating Self-Governance Tribal Delegation Meetings for the US Department of Health and Human Services (HHS), IHS Headquarters, and Area senior officials. Supporting the activities of the IHS Director's Tribal Self-Governance Advisory Committee (TSGAC).
