4 Head Start/Early Head Start Roles & Responsibilities
The Head Start Act of 2007 describes the roles and responsibilities of Head Start/Early Head Start agency governing bodies w/regard to program design, planning, monitoring, and oversight The Act, in conjunction with the Head Start Performance Standards, describes performance expectations regarding program management The complete standards are available at ttp://eclkc.ohs.acf.hhs.gov.

6 Structure Of Program Governance
Local Grantee Governing Board Policy Council Parent Committee Delegate Agency The Structure of Head Start is community focused. Local Grantees establish a team to run a Head Start Program. As part of the team, Policy Council and Parent Committees are established to assist in planning of the Head Start program year, operate the program and manage staff members. A Local Grantee means a local public or private non-profit agency designated to operate a Head Start Program, in accordance with part 1302 of the Head Start Act. A local grant can be divided among more that one Head Start programs. In that case, a local Grantee will establish a Delegate agency that also has governing bodies that operate under the Governing board. The Agencies work independently But have an ongoing relationship with the local Grantee The Governing Body and Tribal Council assumes legal and fiscal responsibility for Head Start and the Safeguarding of Federal Funds. Policy Council assumes responsibility for Head Start Program Direction Governing Body Policy Committee Parent Committee

11 Governing Body Compliance with Head Start program requirements
Be active in decisions affecting Head Start/Early Head Start programs to ensure continual compliance Review all federal monitoring and audit reports and be actively involved in full correction of any monitoring and audit findings Be actively involved in the annual self-assessment of Head Start/Early Head Start programs

Governing Body/Tribal Council Assumes Legal and Fiscal Responsibility for Head Start and the Safeguarding of Federal Funds Adopt practices to ensure active, independent, and informed governance: Governing body by-laws Impasse policies Procedures for accessing and collecting information Written standards of conduct including conflicts of interest & complaints Procedures for selecting policy council members Advisory committees

Governing Body/Tribal Council Assumes Legal and Fiscal Responsibility for Head Start and the Safeguarding of Federal Funds Select: Delegate agencies and the service areas for such agencies Establish: Procedures and criteria for recruitment, selection and enrollment Review and Approve: Major policies & procedures incl. self-assessment, financial audit & personnel policies All funding applications and amendments Progress on implementing HS grant including corrective actions Major expenditures • Operating budget • Selection of auditor Actions to correct audit findings • Monitoring findings and follow-up activities Annual, monthly, and periodic reports*

Recruits volunteer services & parents, community residents & organizations Works in partnership with key management staff and the Governing Board to operate the Head Start program

Work with key management staff and governing body to operate head start program Encourage other parents to participate in the program Approval or disapprove: Hiring of staff Short and long term goals of the program Funding applications approved ERSEA plans By-Laws

16 Policy Council Responsibilities
Responsibility for Head Start Program Direction Approve and submit to the governing body decisions regarding: Activities for parent involvement/engagement Program recruitment, selection and enrollment priorities Funding applications/amendments Budget planning incl. reimbursement and participation in policy council activities Policy council bylaws H/S program personnel policies including criteria for employment and dismissal of program staff Policy council election procedures Recommendations on delegates/service areas Annual, monthly, and periodic reports*

Management Staff Assumes Operating Responsibility for Head Start Day-to-Day Functions Provide Leadership and Strategic Direction: Focus on self-assessment Develop, plan, and evaluate the Head Start program
