Who ruled in Europe? During the 1600s and 1700s, MONARCHIES ruled most of Europe Government led by a king or a queen They believed in: Absolutism – they had total power Divine Right – their power to rule came from God

Did the people like their monarchs? Not everyone agreed with ABSOLUTISM and DIVINE RIGHT Some European thinkers began arguing for a LIMITED GOVERNMENT A government where the power of the ruler is restricted (or limited) by the people

The roots of limited government come out of England 1215 – King John signs the Magna Carta which limits some of his power as king 1200s – King Edward allows the people to help make laws.
