Adult Education Survey Implementation ETS WG, 31 January-2 February 2005 Agenda Item 15 document 2005-ETS-15.01-EN Education and Training Statistics Working Group

Adult Education Survey Implementation DSS consultation results: 21 MS ready to implement the survey Missing 4 MS are considering how to join or provide some of the information requested 15 MS consider legal basis as essential and useful Part of the costs should be funded by the UE budget Education and Training Statistics Working Group

Adult Education Survey Implementation DSS meeting conclusions: To go ahead with the 21 MS and 2 „associated countries“ To propose countries replying negatively to examine possibilities to join the survey To examine the possibility of funding Countries agreed to transmit microdata to Eurostat Propose the legal basis for the survey To asses the quality and results of the first AES in 2007-2008 Education and Training Statistics Working Group

Adult Education Survey Implementation Current situation: Development of the AES questionnaire (item 17 of the Agenda) Development of the Classification for Learning Activities (item 16) Proposal for a legal basis (item 11) Education and Training Statistics Working Group

Adult Education Survey Implementation Key indicators for precision requirements: Participation rate in non-formal education Participation rate in non-formal education by gender Participation rate in non-formal education by 3 age groups (25-34, 35-49, 50-64) Participation rate in non-formal education by 3 ISCED levels ISCED1+2+3C short programmes (<2 years) ISCED 3A,B, 3C long programmes (>=2 years) ISCED 5+6 Participation rate by employment status (employed, unemployed, inactive) Share of job-related activities in non-formal education Education and Training Statistics Working Group

Adult Education Survey Implementation The precision requirements: Half length of the confidence interval at 95% to be at most equal 2.5% That means (1537 individuals for each of the 3 ages group) total sample size 4600 individuals per country. In countries with the low participation rate (confidence interval of ±20%) there is a need to increase of the sub-sample (minimum size about 500-600 individuals) of participating individuals Education and Training Statistics Working Group

Adult Education Survey Implementation Funding: The new grant policy in Eurostat allow grants for capacity building of new instruments Consequently only the additional costs incurred by a MS can be taken into consideration. Education and Training Statistics Working Group

Adult Education Survey Implementation Future plans: AES pilots Task Force, which should: assist countries in the implementation of pilots for the AES, provide a forum for exchange of experience both for the preparatory phase and for the pilot evaluation phase.
