The Role of Local Authorities in The Energy Transition” Paul Kenny B.E. MIEI C. ENG Chief Executive Tipperary Energy Agency

Recent News Scientific horror show Gulf stream slowed by 15% in 50 years. Biodiversity collapse Sea level, migration, flooding, wind Fossil fuel use for electricity & heat must end by 2040 RES-H is our biggest challenge

What is the Energy Transition Transition away from fossil fuels Reduce fuel use Switch from fossil fuel to electricity (from renewables) & other renewables. Electricity Efficient use, Solar, wind, flexible demand & storage. Highest efficiency & most flexible fossil fuels as enabling bridge for another 20 years (GAS). Heat EU Heat road map: Heat pumps, Waste District heating, bioenergy. Europe sees no role for gas heating in 2degree scenario. Remote: Heat pump for smaller, sustainable biomass for larger. Transport Reduce, cycling, walking, public transport. EV’s & biogas for HGVs. It is every building, person, transport, business.

Role of Local Authorities in the Energy Transition To ensure the Energy Transition happens To ensure it happens correctly & justly for them (i.e. economic/ societal benefit) To challenge the status quo, vested interests and stakeholders Educate and inspire members and leaders in your organisation

The nuts and bolts Ensure investment is made on cost effective energy investments by resourcing By holding leaders accountable. 33% is only the first step. Climate proofing local policy Renewable energy strategy County development plans Development contributions By Ensuring access to wide variety of state and EU funding at a local level.

Call to Action There are many “players” in the energy transition game. A region/ community will succeed with all players on the same team. Success in Tipperary has been about collaboration: Local Authorities leading by example & then supporting. Local Development Companies & Agencies 3rd Level Institution (s) Local Energy Agencies All supporting communities All targeting national/ European development funding. All playing to strengths and collaborating with others to maximise theirs. is what we call it. Sustainable Tipp is our Covenant of Mayors Sustainable energy action plan. It’s our SEC partnership with SEAI, IT’s our ELENA funding application, It’s our quartlerly high level stakeholder meeting. It’s our markeing campaign to our citizens to call them to action. It will be the next thing we do….. It’s the energy transition in Tipperary.
