2. Progress on land policy Presentation Progress presented on the achievements of ECA’ Land Policy Initiative (LPI): Integration of land governance issues into Agenda 2030 and 2063. Implementation platform for Agenda 2063 ten-year Implementation Plan . LPI has turned into the African Land Policy Centre Upon a ministerial decision. Data collection on land governance and tracking progress on land policy reforms. Roll-out of a 12-country pilot project Guidelines for developing curricula on land governance in Africa. 3. Status of food security in Africa 1. Presentation Africa is world’s most food-insecure continent despite immense natural resources wealth Makes up approximately 16% of world’s population Yet up to 1/3 of those affected by hunger worldwide are Africans. African countries have made notable progress in enhancing food security But much work needed to ensure food and nutrition security. African countries must ensure political stability and build effective institutions They should consider programmes that deliver quick results focusing on improving access to food through social programmes. 3. Status of food security in Africa 2. Main Recommendations for improving food security: To tackle food insecurity, MSs are encouraged to adopt a holistic approach. MSs are encouraged to empower small-scale farmers. MSs are encouraged to promote regional agricultural value chains (RAVCs). MSs are encouraged to integrate national food reserves into regional ones. Recommendations for improving land tenure in Africa ECA/ALPC should: Support MSs to advance regional integration. Develop guidelines for MSs to mitigate land-based and ethnic-based conflicts. 4. Promoting strategic AVCs Presentation AVCs and agro-industrial clusters enhance investment in agriculture. Investing in agriculture is effective in addressing hunger and malnutrition As well as poverty and climate change Contributes to achievement of a number of Goals of 2030 Agenda. Developing/promoting VCs provides platform for enabled investment. Harnessing full potential of RAVCs requires; Sound political and regulatory framework & conducive business environment. Establishment of an inter-State transportation network. 5. Inclusive infrastructure for Africa’s industrialization 1. Presentation Industrialization is critical for structural transformation of African economies,. Opportunities are huge for Africa to scale up industrial activities Large resource endowments, increasing domestic demand Inclusive infrastructure would enable Africa to exploit opportunities While promoting value added activities. Industrialization & infrastructure also key to achieving SDGs & Agenda 2063. Special economic zones are effective in addressing infrastructure constraints. Success stories exist in Egypt, Ethiopia, Kenya and South Africa. 5. Inclusive infrastructure for Africa’s industrialization 2. Main Recommendations for MSs: Improve governance of infrastructure sector. Address energy deficits Tap into the vast renewable energy potential. Promote the development of Special Economic Zones and Industrial Zones. Prioritize development of quality infrastructure. Recommendation for ECA Study linkages between industrialization and AfCFTA. Analyze drivers of intra-African investment 6. Sharing BP: boosting intra-African investment 1. Presentation Key findings of a study “Drivers for boosting intra-African investment flows towards Africa’s transformation” Main objectives Analyze drivers of intra-African investment Provide empirical framework to strengthen investment policies to boost intra-African investment. Explore progress in negotiating AfCFTA and link the benefits with the promotion of intra-African investments. Highlight key trends on FDI flows in Africa. Key findings Africa is one of the world’s fastest-growing economic regions Hence potential destination for investment. Factors affecting investment growth include: Improved government policies/macroeconomic conditions and reforms on investments. Support private sector to exploit AfCFTA, specifically on standardization. Recommendation for MSs Enhance implementation of BIAT Action Plan AUC and partners should track progress. Establish policies enhancing role of FDI in expanding intra-African trade And strengthening productive capacity. Recommendation for ECA Profile Africa’s private sector To help it reap the potential benefits AfCFTA.
