This forms part of the set of proposals for all of the Union's spending programmes for the period 2014-20. Horizon 2020 is designed to address these challenges through funding excellent science, technology and innovation. It is central to the Europe 2020 strategy for smart, sustainable and inclusive growth, the Innovation Union flagship to create a knowledge society, and the goal to complete the European Research Area as a single market for knowledge. The world has changed dramatically over recent years and Europe is faced with a crisis of public debt, low growth and high unemployment. Smart investments in research and innovation are vital to create jobs and put Europe back on a path to growth. At the same time Europe face major challenges such as ageing populations and the depletion of natural resources. This affects all of our lives directly, for example through high health care costs, rising energy prices, congested roads, and threats to security.

International Cooperation ICT 38 – 2015: International partnership building and support to dialogues with high income countries (€3M): to be published on 15 July 2014 Specific Challenge: to provide for discussions with third countries on areas of common interest and to provide support to collaboration within the ICT research and innovation domains. Scope: The twofold target is to support dialogues between the European Commission/the EU and strategic high income partner countries and regions, and to foster cooperation with strategic high income third country organisations in collaborative ICT R&D both within the EU's Framework Programmes (Horizon 2020) and under relevant third country programmes. Targeted high income countries/regions Subgroup 1: North America (Canada, USA) Subgroup 2: East Asia/Oceania (Australia, Japan, Korea, New Zealand, Singapore, Taiwan) Type of project: CSA

Targeted countries: Low and middle income countries in sub-Saharan Africa Type of project: Research & Innovation Actions – Small project proposals are expected (btw €2M-€4M)
