1 Group 4: Tools and instruments for cooperation 1a. What are the most suitable instruments to jointly address common challenges? (e.g. joint funding, joint infrastructures) 1b. What is the most practical way to enhance research and innovation cooperation with Japan during a term of 5 years? 2. What do you think are the most effective, efficient and sustainable tools to maintain the collaboration network established by CONCERT-Japan? (e.g. thematic ERA-NETs, INCO ERA-NETs, ERA-NET Plus, joint funding programmes, joint programming, measures under Article 185) 3. What can be the most useful dialogue formats to sustain the joint activities? (e.g. policy stakeholders' conferences, high-level funding agencies fora, joint policy recommendation platforms)

(e.g. joint funding, joint infrastructures) HORIZON 2020: - health, demographic change and wellbeing - food security, sustainable agriculture, marine and maritime research, bio- economy - secure, clean and efficient energy - smart, green and integrated transport - inclusive, innovative and secure societies - climate action, resource efficiency and raw materials Joint funding (in the frame of an ERA-NET or as a self-sustainable platform of funding institutions Networking activities (seminars, workshops, etc.) Joint infrastructures (funding of / participation in) - ESFRI

3 1b. What is the most practical way to enhance research and innovation cooperation with Japan during a term of 5 years? Multilateral cooperation combined with a European dimension (ensure sustainability of CONCERT-Japan with the help of European support) European support as leverage to get into EUfunding For innovation cooperation: include industry! Invitation to Japan to join EUREKA (as did South Korea, Canada, South Africa) Establish links to other EU projects or ERA-NETs

4 2. What do you think are the most effective, efficient and sustainable tools to maintain the collaboration network established by CONCERT-Japan? (e.g. thematic ERA-NETs, INCO ERA-NETs, ERA-NET Plus, joint programming, measures under Article 185) Extend the project for 1 year, implement second call Look to Horizon 2020 to check out options for cooperation with Japan Normal ERA-NET: Keep small countries on board with Commission funding, BUT: Ensure self-interest of funding institutions in joint funding No ERA-NET Plus (balance between added money and more regulations) Avoid too much red tape through inclusion of Commission (JPI, art. 185 – long- term process) Mobility versus funding of big research projects (question of money available for joint call) Seminars/workshops/conferences (feasible) Target young researchers through summerschools or young researcher's seminars

5 3. What can be the most useful dialogue formats to sustain the joint activities? (e.g. policy stakeholders' conferences, high-level funding agencies fora, joint policy recommendation platforms) Target group of invitees and recipients of outcomes (EU level, national level) Thematic focus or international cooperation Joint policy platform (regular meetings, recommendations) Establish a roadmap (strategy at EU level) – problem of political legitimation! Involve projects in preparation of JSTCC meetings (e.g. the new BILAT) Next year: thematic workshop of funded joint call projects to be linked with policy stakeholder event
