Have We Forgotten About The Charter Mark McCall Community Safety Operations Manager Fife Community Safety Partnership Wednesday 12th June 2013

CHARTER INDICATORS Percentage of tenants satisfied with the management of the neighbourhoods they live in satisfied with the overall service provided by their landlord Satisfied with the opportunities given to them to participate in their landlords decision making process Feel the rent for their property represents good value for money

Overall perceived to be a safe place to live “Percentage of tenants satisfied with the management of the neighbourhoods they live in” Management of estate / Management of ASB / “Dealing with nuisance neighbours” Overall perceived to be a safe place to live Links to environmental services / police / fire – wider partnership approach

SAFER COMMUNITIES CENTRE Housing Investigation Team Night time noise team Fife Cares Home Safety and Security Alcohol and Drug Partnership Transportation and road safety education Policy Support Victim Support Fife Safer Neighbourhoods Team Fire Officer Safer Travel Officer Licensing Standards Community Analysts

AREA BASED TASKING AND CO-ORDINATING

Moving Forward ACSCG Escalate Alcohol and Violence Reduction Team Enhanced Community Engagement Model Youth Offender Management Group (Diversifire / Lifeline) Fixed Penalty Notices and Alcohol Diversion Scheme (900+ / 81% no repeat offences) Generic Service provision NTNT / HIT / Community Safety Officers Community / Environmental / Traffic (Wardens) Integrated Tasking processes

CHALLENGES Funding – 6% year on year savings Police and Fire Reform – Performance driven, levels of uncertainty, loss of local decision making ASB – non statutory duty (exceptions such as abandoned vehicles) Need to link across strategic objectives e.g. Charter indicators do not form part of community safety or environmental strategies

CHALLENGES Difficult to quantify outcomes around ASB Disproportionate correlation between reduction in crime and people feeling safer How do we ensure communities are engaged in decision making How do we ensure partner organisations have access to information and service provision (e.g. ASB e-forms, graffiti removal)

Processes Charter Indicators Improved strategic planning across the partnership Increased collaboration across services and organisations Shared services, shared budgets Partnership Indicators v Charter Indicators
