1 Community Council Forum Joint Action Group On Alcohol Partnership intelligence analysis supporting the delivery of the joint action plan on alcohol Chris Mooney Senior Performance and Information Manager

2 Background to Joint Action on Alcohol Group 31 st of August Executive Board agreed for a swift and joint enforcement campaign focussed on tough enforcement and tackling the negative impacts of alcohol on individuals, communities and the city's night time economy. Key objective of the JAG also links directly with the aims of the Communities Sub Group to protect communities from Alcohol and Drugs disorder related crime. Purpose of presentation to highlight what has been achieved so far and to seek support and involvement from Community Councils going forward.

8 Managing Problem People  Offender Management Process  200 - 300 names shared with GCSS on a weekly basis since July 2009  Recognition that most offending behaviour is linked to alcohol misuse  Process now identifies and flags alcohol related offences  Developed service responses triggered by alcohol related offences Offender Management Framework

9 Activities / Outcomes Statutory Powers  4 ASBO’s plus 2 interim ASBO’s for noisy parties via the escalation process  3 Antisocial Behaviour Contracts signed  3 Unacceptable Behaviour Notices issued  43 Alcohol related ASB cases were escalated  118 Noise warning letters issued Off Sales Campaigns / Joint Tasking  91 Off Sales targeted as part of the campaign with 100% sign up  Over 100 joint visits carried out to Off Sales providing support and guidance to local off licences.  133 public space drinking dens have been jointly assessed  70 drinking dens have been removed / cleaned up and environmentally enhanced by GCSS CRS team and LES  33 graffiti packages were created and passed to sub division / gangs task force for execution

10 Activities / Outcomes People Management Process  151 street drinking letters were issued to drinkers via the offender management process.  53 Positive Behaviour Agreements signed for alcohol related ASB cases.  93 ABIs delivered as part of home visits to low level offenders  167 intervention visits have been carried out to persistent offenders Ongoing monitoring and evaluation  JAG KPI Framework established  Activity represented in the GCSS KPI framework  Full evaluation of Off Sales Campaigns in Spring 2012  3 and 6 month re-offending rates will be monitored for all alcohol related interventions
