Citizen Participation Government Systems Citizen Participation How are leaders chosen? Do citizens vote for leaders? Federal Does a small group elect the leaders of a country? Confederation Does one person have all the power in a country? Unitary

Federal System Who elects our leaders? Constitution Outlines Power and Citizens' rights. The People vote for the president, vice-president, representatives in congress, state governor, and county representatives.

Federal System of Germany Two Houses: Bundestag and Bundesrat The most powerful is the Bundestag and members are elected by the people. Democratic Government: Citizen’s vote

Confederation: Switzerland The government is made up of 26 cantons or states, which form a confederation. The leader of the government is the president.

How are leaders Chosen? Both the president and the vice-president are elected by the legislative branch of government and not the people. Confederation: The Legislature is a small group
