IECRE Conformity Assessment System Kerry McManama Executive Secretary IECEE, IECRE

Innovation As products and industries mature and innovate, not only do Standards need to keep pace, but the corresponding conformity assessment services and solutions must also track this innovation.

Green= Renewable= Sustainable Green energy, in its most general sense, means energy from renewable sources, which equates to today’s needs of sustainable energy to satisfy the needs of the world. Both, consumers and producers, are looking for safer, more sustainable, cheaper, and more reliable sources of enegy.

Types of Renewable Energy Sources Common sources include: Solar – Photovoltaic (PV) Solar – Thermal Wind Power Marine Energy Hydro Energy Geothermal Biomass and biogas Fuel Cells

Wind Energy

Solar Energy

Complex Marine Systems

Drivers for “Renewables” Growth: Reduced dependency on fossil fuels Carbon Dioxide emission reductions Incentives (government and market based) Large and increasing investments in: Technology improvements Performance Reliability Longevity Costs reduction Control and integration systems (Smart Grid) Training in design, selection and installation

Obstacles to “Renewables” Growth: Cost (capital, installation and maintenance) Maturity of technology Reliability and longevity of benefits Installation and performance problems Integration with existing energy supply networks System component interoperability and compatibility Linking generation capacity to consumption patterns (storage offers solutions in this area) Adverse environmental impacts (wind farms) Social opposition

Elements defining success Broad industry representation End Users (owners, insurers, banks, authorities having jurisdiction, developers, Regulators) OEMs (turbine mfrs, major component suppliers, those using the certification process) Certification bodies accredited and approved to provide certification Test laboratories performing tests according IEC standards.  Recognition and buy-in of harmonized CA from a broad set of stakeholders

Benefits of Conducting Conformity Assessment thru IEC IEC Brand Global recognition - industry International recognition, eg WTO + UN IEC Reports and Certificates used Nationally Open and Transparent Process Clear Rules Transparency in process and results Industry have a say and provide direct input. Consistency in CA processes among participating Certification/Test Bodies

Membership in IECRE

Membership (extract from IECRE-01) Any country in which there is a Full or Associate Member National Committee of the IEC…. The Member Body of the IECRE System shall be fully representative of the national conformity assessment community….and should include wide representation from industry, regulatory authorities and standards bodies … The Member Body may be either: a) the National Committee of the IEC; or b) a body notified to the IEC by the National Committee of the IEC.

RE Management Committee a delegation of up to three persons from each Member Body…. (one vote per Member Body); the Chairman (with casting vote only); the Vice-Chairman (without vote); the Treasurer (without vote); the Executive Secretary (without vote); Chairmen of: Committees established by the REMC(without vote); IEC TC 82: Solar PV energy systems (without vote); IEC TC 88: Wind turbines (without vote); IEC TC 114: Marine energy – Wave, tidal and other water current converters (without vote); and the IEC General Secretary (without vote).

Deliverables/CA Solutions provide a global framework for independent assessment and certification of equipment and services associated with Renewable Energy applications. Types of Certificates have yet to be defined.
