Review & Expansion on Parliamentary Procedure

Remember… Two major elements Points: Do not require voting Motions: Require voting

As Always… Refer to your chart from Member Resource Packet Section D as we go along.

Starting the Debate Roll Call Chair announces Quorum; write it down! Present Present and Voting Chair announces Quorum; write it down! Motion to Open Debate

New! Setting the Agenda Necessary if you have 2 or more topics (unlike CHSMUNC) Motion to Open Speakers List Temporary; to discuss which topic to debate first Usually, chair sets speaking time Any time during this list, you can Motion to Set the Agenda to xxx Needs 1 speaker for, 1 speaker against Needs simple majority to pass If fail, continue with speakers list

Once the Agenda is Set Motion to Open Speakers List This time, permanent Usually, specify speaking time as you yield

Yields Yield to the Chair Yield to Another Delegate Yield to Points of Information (questions from others)

Points Point of Parliamentary Procedure Point of Order To ask the Chair about rules of procedure Point of Order To note an error in parli pro committed by chair or another delegate Point of Information Only when speaker yields to this; to ask him/her a question Point of Personal Privilege Personal discomfort

Motions Motion for a Moderated Caucus Motion for an Unmoderated Caucus Specify purpose of caucus, length of caucus, and speaking time Motion for an Unmoderated Caucus Specify purpose of caucus and length of caucus

Right of Reply To respond to false/malicious words against you or your country Submit a Right of Reply in writing to the Chair, who will decide if you can give this speech

For Lunch/End of Day/Etc. Motion to Suspend the Meeting After you come back, Motion to Return to Debate

Working Papers Sponsors vs. Signatories

Introducing a Working Paper When you are finished, submit working paper to the Chair Motion to Introduce Working Paper If passes, read aloud in front May have a Q & A session Now called a resolution

Amendments To edit a submitted resolution Friendly Amendments All sponsors agree Unfriendly Amendments Not all sponsors agree

Moving into Voting Procedure Motion to Close Debate and Move into Voting Procedure Needs 2 speakers for, 2 speakers against If passes, committee first votes on all unfriendly amendments

Dividing the Question Motion to Divide the Question To split a resolution into multiple parts Requires 2 speaker for and 2 speakers against this motion If motion passes, delegates can propose how they want the resolution to be separated Each proposal will have 1 speaker for and 1 against and is voted on; if the proposal passes, the resolution will be separated correspondingly, and the separated parts will be voted on individually

New! Roll Call Vote Alternative to placard voting Useful in smaller committees Possible answers: Yes No Abstain – vote for neither side Yes/No with Rights – at the end, will be given time to explain why you voted against your country’s position Pass – will need to answer yes, no, or abstain at the end of the vote

End Motion to Adjourn
