2 Points and Motions Introduce these to your delegates so they will use them Point of parliamentary inquiry Point of personal privilege Point of clarification Point of information Point of order

3 Roll Call To check if all countries are present present and voting

4 Open Debate Dias smiles upon a motion to open debate Vote on the motion

5 Open General Speaker’s list Motion to open the speaker’s list To determine who will talk about setting the agenda Not as important as Secondary Speaker’s list

6 Set the Agenda Motion to set the agenda To determine order in which topics are discussed MOCK Committee: topics should be enjoyable Delegates should not need too much research E.g. Pumpkin Spice Lattes

7 Open Secondary Speaker’s list To determine the order of speakers for the first topic This list will be updated periodically When it runs out, you move into voting block immediately

8 Debate the Topic Order was established in the secondary speakers list Set a time limit for each speech, with or without questions/comments Usually around 1-2 mins per speech Delegates can motion for moderated or unmoderated caucuses

9 Caucuses Moderated Setting a topic is optional Set a speaking time for each delegate and Unmoderated Delegates congregate and speak as they please Very useful for working papers Sometimes organized committees can use this instead of moderated at times

10 Close Speaker’s list All delegates may not have said all they want to say Use the influence of a dias to move committee along

11 Introduce Working Paper Motion to introduce working paper officially Should be prewritten, maybe even worked on in caucuses Working paper should address the topics discussed Make sure it is complete but does not need to be long Important aspects are that all sections are present and proper language is used

12 Move Into Voting Block Remember which countries are present and which are present and voting

13 Voting Procedure Vote by Placard Each delegate raises their placard for or against the resolution Only those who did roll call may vote Those who are present and voting can’t abstain Motion to roll call vote Each country is called out to vote Vote by Acclamation (required in G20) If nobody speaks in opposition, it passes Divide the question Vote on each clause separately, by placard

14 General Speaker’s list Move onto second topic If in a club meeting, the whole meeting should be for one topic normally Motion to recess vs motion to adjourn
