3. Announcements Part 2
- Delegate Resource Workshop on October 26, Thursday at Westchester Academy. It will take place from 6 to 8 pm. We will send out a Google Form confirming your attendance.
- We are planning a inter-school mini-Conference with Shadow Creak High School. It will only take 1 day and should occur on November 18– just before Spring Break.
- It will only be a General Assembly and is more of an introduction
to Parliamentary Procedure and the Conference feeling.

4. Announcements Part 3
- We are invited to another smaller conference in January 11th and January 12th (Thursday and Friday) at The British International School of Houston. We are still deciding on whether or not we are going to this conference, VBISMUN.
- We will begin assigning delegates to countries and committees. If you want to in sure you get the country/committee you prefer, do whatever you can to get extra MUN point.
- Our optional meetings, 2 conferences, and delegate workshops will be big point boosters
- We will also be updating the volunteer hours totals and Distinguished Members Pages

6. Part A: The Beginning of the Conference
Roll Call- the names of each country will be called in alphabetical order, and the delegate of that country will respond, “present,” when the name OF THE COUNTRY is called.
The Chair of the committee will ask: “Are there any points or motions on the floor?”
A committee member should raise their placard, and when called on, say, “motion to set the agenda on _______(topic 1)” Two speakers in favor of this agenda, and 2 speakers against this order of events will now present their views.

7. Part A: The Beginning of the Conference cont.
The Chair will respond by asking the committee, “All in favor?” to which those committee members in favor of topic 1 will raise their placards in assent.
The Chair will then ask, “All against?” and those against the topic will raise their hand. At this point, the motion will either fail, or pass.
Steps 3, 4, and 5 will repeat until there is a 1+50% majority as to what the first topic should be.

8. Part B: Setting the Speaker’s List
7) At this point, a committee member should, “motion to open the Speaker’s List.”
*The Speaker’s List is the default motion during the Model UN conference- if at anytime there are no motions on the floor, the Chair will go down the Speaker’s list asking for speakers.
Default speaking time is set to 90 seconds, with 2 questions and 0-1 follow-ups. You may AMEND Default Speaking time DURING the debate with a “motion to amend the speaking time to ___min/sec, etc.”

9. Part B: Setting the Speaker’s List cont.
When you are finished speaking on the Speaker’s list, you say, “I yield my time to ____” You may yield your time either to the Chair, another delegate, or to the floor for questions.
8) There will be a vote to open the Speaker’s List, which will pass with a 50% majority. The Chair will say, “All Delegates wishing to speak, please raise your placards now.”
9) To be on the Speaker’s List, raise your placard, and when the Chair says the name of your country, put down your placard.

10. Part C: The Round
10) The Chair will now say, “Are there any Points or Motions on the floor?”
11) There are now TWO OPTIONS for motions to present. You can motion for the following:
“Motion for a Moderated Caucus of __minutes with a speaking time of ____ minutes/seconds for the purpose of _________.”
“Motion for an Unmoderated Caucus of __minutes in order to__________.”
12) The Chair will now ask, “Are there any OTHER points or motions on the floor?”
13) At this point, the Chair will say, “We will vote on the motions in order from most disruptive to least disruptive.”

11. Part C: The Round continued.
14) Here is the order of motions from most to least disruptive:
MOTION TO:
Close debate (end of the topic)
Table debate (pausing for a break or lunch)
Unmoderated caucus (from longer caucus to shorter caucus)
Moderated caucus (from shorter speaking times to longer speaking times)
Motions to adjust speaking times (requires a simple majority)
Questions
15) Each of the motions will be votes on, and one motion will be selected.

12. What is a Moderated Caucus?
This is where the delegate stands up, and gives a speech on their views
A good place to comment on the views of others, or add to the discussion
A moderated caucus can be set to x number of minutes, with a speaker time of x number of minutes/seconds
A MODERATED CAUCUS MUST HAVE A PURPOSE
I.e., in order to better understand the views of the represented nations on whatever the topic is, i.e., space exploration, Kurdish independence, etc.

13. What is an Unmoderated Caucus?
THIS IS WHERE DELEGATES FORM ALLIANCES
During an unmoderated caucus, move about the room, discussing views with other delegates
The unmod is where resolutions are made, and you can find those with ideas like yours
During an unmod, make friends, and get to know the different ideas around the room
Unmods are a WONDERFUL place to emerge as one of the leading voices of your committee, and bring different views together
UNMODS are about bringing the different ideas in the committee together to form a resolution- if you succeed in doing this, you may get an award

14. Part D: Wrapping up Debate
16) The main body of the MUN conference consists of multiple moderated and unmoderated caucus. At some point, you and other delegates will feel that you are ready to begin writing a resolution. (We will go over how to make resolutions at a later meeting.)
17) A written resolution is called a WORKING PAPER. The WORKING PAPER must be submitted to the dias (the Chair) and then, it must be approved by the chair. Once approved, it is a DRAFT RESOLUTION.
The DRAFT RESOLUTION will be given a number (i.e. 3.2), based on the topic number, and whether or not any previous resolutions had been submitted.

15. Part D: Wrapping up Debate cont.
18) You must now say, “Motion to consider DRAFT RESOLUTION 3.2.” If the motion to CONSIDER the DRAFT passes by a simple majority, the sponsors of the resolution will present it to the delegates, and answer questions.
19) After more debate on the resolution, including possible AMENDMENTS to the resolution, you may say, “motion to Close Debate.”
Friendly amendments are changes to the resolution that are approved by all the sponsors of that resolution. Unfriendly amendments are those opposed by one or more of the sponsors.

16. Part D: Wrapping up Debate cont.
A motion to Close Debate requires 2 con speakers, and a ⅔ majority vote.
If the motion passes, all the draft resolutions and unfriendly amendments will be voted on in the order that they were received by the dias.
After this motion, the committee will either vote on the draft resolutions, or vote on the resolutions by clause, or section, of the resolutions.
20) With a simple majority vote in favor of the DRAFT RESOLUTION, the Draft is now an OFFICIAL RESOLUTION of the COMMITTEE! YAYYYYY! CELEBRATE!!

17. Part E: The End of the Conference
21) The Chair will now ask, “Are there any points or motions on the floor?”
22) Raise your placard, and say, “motion to move on to (2nd topic).”
23) Repeat steps 1-20 for the second topic.
24) At this point, motion to ADJOURN. If the motion passes with a simple majority, the conference is over! ENJOY THE REST OF YOUR LIFE!!!!!!!!
