Model UN Procedure

4 Roll call Committee will begin with a Roll Call
Delegates will raise placards and announce either “present” or “present and voting” Present-May vote but may abstain Present and voting-May vote but may not abstain

5 Setting the agenda Delegates determine the order of topics to discuss
Usually begins with a motion Ex. The country of Uganda moves to place Topic A, the situation in the South China Sea, followed by Topic B, Biological and Chemical Weapons Once motioned, three delegates speaking for the agenda will alternate with the three speaking against After the speaker’s list is exhausted, the committee votes and repeats the above process until a majority vote is reached

6 Formal debate Once agenda is set, the Chair will add names to the speaker’s list for formal debate Debate starts with countries explaining their standings and suggestions for course of action After delegates have met with their bloc, draft resolutions are proposed Delegates try to gather more support for their resolutions through formal speech Afterwards, delegates support or oppose certain draft resolutions through formal speech Delegates present any amendments created

7 Informal debate- moderated caucusing
After the termination of Formal Debate, Informal Debate (Moderated Caucusing) is motioned and commenced The Chair calls on delegates from their seats; from there, delegates address the committee through short speeches Moderated Caucuses help facilitate discussion, especially when there is a long speaker’s list

8 Informal debate-unmoderated caucusing
Moderated Caucusing is followed by a motion for Unmoderated Caucusing During Unmoderated Caucus, delegates are free to move around and discuss resolutions directly with other delegates Typically, delegates congregate with their blocs to write draft resolutions Once draft resolutions are composed, delegates for the support of their resolution Through compromise with other countries, amendments are added to resolutions

9 Closure of debate Delegate motions for closure of debate and voting
Amendments are voted on first, then resolutions through majority rule Once resolutions are confirmed and voted on, the committee moves to the next topic on the agenda and the cycle repeats

10 Tips and pointers Almost everything is voted on through majority rule, including motions Use third person when addressing the viewpoints of your country Ex. The nation of Russia believes that... Express the views of the nation you are representing, not your own views Be polite and formal during debate
