Working Party 5A (WP 5A) – 19th Meeting, November 6-16, 2017 WP 5A is working on potential recommendations regarding the harmonized use of spectrum for ITS, among other ITS topics Active participation by USDOT at the WP 5A meeting allows US contributions and ITS interests to be supported ITS related work in WP5A is assigned to Working Group 5A-5 (WG 5A-5) – New Technologies WG 5A-5 considered twenty-nine input contributions related to ITS at this meeting and developed seven output documents

Intelligent transport systems - Dedicated short range communications at 5.8 GHz - Recommendation M.1453-2 This Recommendation outlines the technologies and characteristics for dedicated short range communications (DSRC) in the 5.8 GHz band. This Recommendation includes an active (transceiver) method and a backscatter (transponder) method as DSRC technologies available for intelligent transport systems (ITS). This Recommendation further includes a DSRC-application sub layer (DSRC-ASL) which allows for multiple DSRC applications and IP based (Internet protocol) network applications. The technical and operational characteristics of both methods and the DSRC-ASL are described. Approved June 2005 https://www.itu.int/rec/R-REC-M.1453/en

Millimetre wave vehicular collision avoidance radars and radiocommunication systems for intelligent transport system applications - Recommendation M.1452-2 This Recommendation provides system requirements, technical and operational characteristics of millimetre wave radiocommunication systems for intelligent transport system applications to be used for system design objectives. The Recommendation covers vehicular collision avoidance radar operating in the 76-77 GHz and 77-81 GHz bands, as well as integrated millimetre wave radiocommunication systems for ITS applications in the 57-66 GHz range for vehicle-to-vehicle radiocommunications and radiocommunications between the vehicle and roadside infrastructure. Systems characteristics and compatibility of automotive radars operating in the frequency band 77.5-78 GHz for sharing studies - Report M.2322-0 It is expected that any potential cases of interference between automotive radars and incumbent services could be addressed by mitigation factors such as terrain shielding, emission power limits and quiet zones. Some areas of concern remain and may need to be further analysed and dealt with by administrations. It is anticipated that the radio astronomers, radio amateurs and the automotive radar manufacturers will continue their cooperative effort to examine and implement mitigation techniques that can be employed to address potential interference concerns. Advanced intelligent transport systems (ITS) radiocommunication - Report M.2228-1 Advanced ITS have enhanced vehicular networking functionality to provide vehicle-to-vehicle communication (V2V), vehicle-to-infrastructure communication (V2I), in-vehicle network (IVN) and vehicle-to-nomadic devices (V2N). Enhanced vehicular networking functionality of advanced ITS also includes accurate location information with ID authentication and data encryption in the vehicle terminal. The vehicular networking is the basic requirement on the vehicle terminal for vehicle safety and new Intelligent Transport System applications. V2N allows hand-held devices to be used in vehicular environment as they are used in home and office environment. Regarding radiocommunication aspects, advanced Intelligent Transport System radiocommunications support both V2V and V2I communications with improved performance in terms of radio coverage, packet data rate, packet size and latency. Systems characteristics of automotive radars operating in the frequency band 76-81 GHz for intelligent transport systems applications - Recommendation M.2057-0 This Recommendation specifies the system characteristics of automotive radars operating under the radiolocation service in the frequency band 76-81 GHz. These technical and operational characteristics should be used in compatibility studies between automotive radars operating in the radiolocation service and systems operating in other services. Approved February 2014 WP 5B is currently developing a draft revision of Recommendation ITU-R M.2057-0 https://www.itu.int/rec/R-REC-M.2057/en

Land Mobile (including Wireless Access) - Volume 4: Intelligent Transport Systems - Handbook (R-HDB-49) Volume 4 of the ITU-R Handbook on Land Mobile (including Wireless Access) provides a summary of the use of wireless communications in intelligent transport systems (ITS), current and under development, around the globe, including architecture, systems, and applications. This is a rapidly developing sector, which is still partly in its infancy. Intelligent transport systems - Guidelines and objectives - Recommendation M.1890-0 The Recommendation is being updated to include operational radiocommunication objectives and requirements for advanced intelligent transport systems (ITS). Amendments to the title and structure of the Recommendation have been made as well to align with the mandatory format for new and revised Recommendations as per Resolution ITU-R 1-7. Radio interface standards of vehicle-to-vehicle and vehicle-to-infrastructure communications for Intelligent Transport System applications - Recommendation M.2084-0 This Recommendation identifies specific radio interface standards of vehicle-to-vehicle and vehicle-to-infrastructure communications for Intelligent Transport System applications. The technical and operational characteristics described in this Recommendation are based on current Intelligent Transport Systems (ITS) applications in the mobile service. Intelligent transport systems (ITS) usage in ITU Member States – Report ITU-R M.[ITS_USAGE] This report addresses the usages of Intelligent Transport System (ITS) radiocommunication applications, such as vehicle to infrastructure, vehicle to vehicle, vehicle to pedestrian communications for traffic safety related and traffic efficiency applications as well as electronic tolling systems and automotive radars for collision avoidance in ITU Member states. This report identifies current and planned usage of ITS technologies, frequency bands, status of standardization, applications and deployments in ITU Member States. Current status: Working document toward a preliminary draft new Report WG 5A-5 discussed whether the studies related to coexistence of ITS (Now in Attachment to ITS.USAGE report) with other services are within the scope of ITS.USAGE report or alternatively a new report would have to be developed to cover other studies WG 5A-5 invites contributions to the next WP 5A meeting from countries or regions in order to further develop the above document Planned submission for approval: 2018 https://www.itu.int/md/R15-WP5A-C-0650/en, Annex 29

Harmonization of frequency [bands/ranges] for Intelligent Transport Systems in the mobile service – Recommendation ITU-R M.[ITS_FRQ] This Recommendation provides guidance on harmonized frequency [bands/ranges] to be used by intelligent transport systems (ITS) pertaining to the exchange of information to improve traffic management and to assist safe driving. The Recommendation encourages administrations to use harmonized frequency [bands/ranges] throughout the ITU-R regions for those ITS applications. Examples of the relevant frequency [bands/ranges] are provided in the Annex to this Recommendation.
