Status report from ITU-R WP 5A on ITS and RSTT activities CITS meeting, 9 March 2018, Geneva (Doc. 11) (additional material to the presentation made to CITS meeting in Arlington) Sergio Buonomo Counselor ITU-R Study Group 5

2 Working Party 5A (WP 5A) WP 5A, as responsible group on ITS, is working on studies in preparation of WRC-19 on AI 1.12 WP 5A is also the responsible group on Railway Systems between Train and Trackside (RSTT), and is working on studies in preparation of WRC-19 on AI 1.11 There is an increased interest on those subjects with a large number of contributions and participants (industries, academia, regional groups, etc…) Next meeting of WP 5A, in May 2018, will focus on the completion of the Conference Preparatory Meeting (CPM) text on ITS and RSTT.

3 Studies in preparation of WRC-19 on AI 1.12 (ITS)
Elements of draft CPM text for WRC-19 agenda item 1.12 (Annex 8 to WP 5A Chairman’s Report) 1.12 to consider possible global or regional harmonized frequency bands, to the maximum extent possible, for the implementation of evolving Intelligent Transport Systems (ITS) under existing mobile-service allocations, in accordance with Resolution 237 (WRC-15); Resolution 237 (WRC‑15) – Intelligent Transport Systems applications Working document toward a preliminary draft new Report ITU-R M.[ITS USAGE] - Intelligent transport systems (ITS) usage in ITU Member States (Annex 29 to WP 5A Chairman’s Report) This report addresses the usages of Intelligent Transport System (ITS) radiocommunication applications, such as vehicle to infrastructure, vehicle to vehicle, vehicle to pedestrian communications for traffic safety related and traffic efficiency applications as well as electronic tolling systems and automotive radars for collision avoidance in ITU Member states. The report identifies current and planned usage of ITS technologies, frequency bands, status of standardization, applications and deployments in ITU Member States. Preliminary draft new Recommendation ITU-R M.[ITS_FRQ] - Harmonization of frequency [bands/ranges] for Intelligent Transport Systems in the mobile service (Annex 31 to WP 5A Chairman’s Report) This Recommendation provides guidance on harmonized frequency [bands/ranges] to be used by intelligent transport systems (ITS) pertaining to the exchange of information to improve traffic management and to assist safe driving. The Recommendation encourages administrations to use harmonized frequency [bands/ranges] throughout the ITU-R regions for those ITS applications. Examples of the relevant frequency [bands/ranges] are provided in the Annex to this Recommendation.

4 Studies in preparation of WRC-19 on AI 1.11 (RSTT)
Elements of draft CPM text for WRC-19 agenda item 1.11 (Annex 6 to WP 5A Chairman’s Report) 1.11 to take necessary actions, as appropriate, to facilitate global or regional harmonized frequency bands to support railway radiocommunication systems between train and trackside within existing mobile service allocations, in accordance with Resolution 236 (WRC-15); Resolution 236 (WRC 15) – Railway radiocommunication systems between train and trackside Working document towards a preliminary draft new Report ITU-R M. [RSTT.USAGE] - Current and future usage of railway radiocommuniction systems between train and trackside (RSTT) (Annex 17 to WP 5A Chairman’s Report) This report addresses the technical and operational characteristics and the spectrum usage of current and planned RSTT as well as the studies on spectrum needs of RSTT, based on the responses to the questionnaire and contributions. Detailed information on RSTT in some administrations is also provided in the Annexes. Working document towards a preliminary draft new Recommendation ITU-R M.[RSTT_FRQ] - Harmonization of frequencies and related frequency arrangements, for railway radiocommunication systems between train and trackside (Annex 18 to WP 5A Chairman’s Report) This Recommendation provides guidance on possible harmonization of frequency arrangements for existing and future railway radiocommunication systems between train and tracksides (RSTT) on global or regional basis. The relevant frequency arrangements are addressed in the Annexes to this Recommendation.

5 Revision of an existing text on ITS
Preliminary draft revision of Recommendation ITU-R M Radio interface standards of vehicle-to-vehicle and vehicle-to-infrastructure communications for Intelligent Transport System applications (Annex 30 to WP 5A Chairman’s Report) This Recommendation identifies specific radio interface standards of vehicle-to-vehicle and vehicle-to-infrastructure communications for Intelligent Transport System applications. The technical and operational characteristics described in this Recommendation are based on current Intelligent Transport Systems (ITS) applications in the mobile service. Liaison statement to External Organisation on the revision of Recommendation ITU-R M At its November 2017 meeting WP 5A progressed the revision of Recommendation ITU-R M “Radio interface standards of vehicle-to-vehicle and vehicle‑to-infrastructure communications for Intelligent Transport System applications”. However, the meeting agreed to extend finalization of this revision until May 2018 in order to allow some members to submit their standards and technical specifications. Even though the work will continue, the document is considered relatively stable as a preliminary draft revision of Recommendation ITU-R M.2084 (see Annex 30 to Document 5A/650). WP 5A invites external organizations to submit updated information, if any, on technical standards, and will consider any input contributions at its next meeting in May 2018.

6 Additional studies on RSTT
Working document towards a preliminary draft new Report ITU-R M.[90-GHZ.RSTT.COEXIST] - Coexistence between high-speed railway radiocommunication system between train and trackside operating in the frequency bands GHz, GHz and GHz, and active and passive services (Annex 28 to WP 5A Chairman’s Report) This Report provides results of sharing and compatibility studies between high-speed railway radiocommunication system between train and trackside operating in the bands GHz, GHz and GHz, and active and passive services operating in these or adjacent bands.
