Purpose of session SASSETA called this meeting to engage security stakeholders on a recent happening that has direct consequences for the industry. SASSETA aims to positively influence skills development in the sector via this engagement On 19 May 2017 a gazette was released that made a call for public comment on the issue of PSIRA becoming the Professional Body for the Security Sector. Your comments must be submitted by 19 June 2017 SASSETA - your partner in skills development 3

SASSETA’s role SASSETA is the ETQA (Education and Training Quality Assurance Body ) in the safety and security sector. This is a function delegated to SASSETA by the QCTO (Quality Council for Trades and Occupations) SASSETA has this function till March 2018 SASSETA - your partner in skills development 4

SASSETA’s role SASSETA ensures quality provisioning of Skills Development and Qualifications in the Safety and Security environment in line with the NQF Principles. SASSETA is responsible for all the legacy qualifications and facilitating the development of new occupational qualifications SASSETA - your partner in skills development 5

SASSETA’s role SASSETA is specifically responsible for the: Accreditation of constituent training providers Evaluation Assessment & facilitation of Moderation Registration of Assessors and Moderators Learning Programme Provision Learners Certification SASSETA - your partner in skills development 6

SASSETA’s role According to the NQF Act of 2008 a “Professional body” means any body of expert practitioners in an occupational field, and includes an occupational body. Section 28 – 31 of the said act requires professional bodies to: Co-operate with any of the 3 Quality councils (CHE, Umalusi or QCTO) in the development of qualifications Co-operate with any of the 3 Quality Councils on quality assurance issues SASSETA - your partner in skills development 7

SASSETA’s role The key issue is that SASSETA is currently responsible for these functions and a way forward has to be found. Stakeholder input is critical to the process Stakeholders’ needs are the major consideration. SASSETA - your partner in skills development 8

South African Qualifications Authority (SAQA) Gov. Gazette No. 447 of 19 May 2017 Government notice in accordance with NQF Act No 67 of 2008 SAQA invites public comments for an application received from the Private Security Industry Regulatory Authority(PSIRA) Application for Professional Designation: Service Dog Handler SASSETA - your partner in skills development 10

SAQA criteria: recognition & registration of professional Body The Professional body has to meet SAQA Policy and Criteria. Register its Professional designation on NQF in accordance with SAQA policy The body may not be Accredited as Education and Training Provider by the QCTO and / or DHET SASSETA - your partner in skills development 11

SAQA criteria: recognition & registration of professional body Proliferation of professional bodies within the same community of practice is discourage by SAQA. A professional designated body must be registered separately from a qualification Should not apply unfair exclusionary practices SASSETA - your partner in skills development 12

SAQA Policy for registering designated body for NQF SAQA Published Gazette for public comments Stated its intention to recognise and to register PSiRA as a professional body that has met requirements. Government Gazette for public comments is published for (30) days, to solicit any objections. SAQA renders support to the Professional body that applied SASSETA - your partner in skills development 13

SAQA Policy for registering designated body for NQF If there's lack of compliance with the Policy and criteria: 1. The minister is notified 2. The body is investigated A designation may be revoked in terms of rules, legislation within which is associated. The body will be recognised for 5 years renewable period, valid as conferred by SAQA. The body must be linked to a validated database SASSETA - your partner in skills development 14

Requirements for recognising and registering a professional body ... includes but not limited to: Outcome of a broad consultation with community of practice and wider society is imperative. Initial requirements include Occupational Qualifications, The Professional body has to give formal recognition to an Occupational Qualification as a pre-condition for issuing its designation. PSIRA Industry Circular dated 05 May 2017 Registered as a Professional Body for the purpose of NQF Act 67 of 2008. Authority mandate is to regulate Private Security Industry. Implemented in the National interest of Private Security Industry. SASSETA - your partner in skills development 17

Occupational Qualifications Re-alignment .. for the Purpose of Designated Application Proposed skills programmes as published will be going through re-alignment of Occupational Qualifications. Private Security has aligned to NQF - soon to be revised in terms of Occupational Qualifications sub-framework. SASSETA - your partner in skills development 19

Government Gazette comments for consideration Authority decided to register only one designation for the purpose of professional Body Application.
