Legislative Context – QCTO Key Functions & Responsibilities as per NQF Act and SDA Act SDA ACT NO. 97 OF 2008, SECTION 26H &I Advise the Minister on all matters of policy concerning occupational standards and qualifications Establish and maintain occupational standards and qualifications Design and develop occupational standards and qualifications and submit them to SAQA for registration Ensure the quality of occupational standards and qualifications and learning in and for the workplace Other functions as stated in both SDA and NQF Acts SDA-Sec 26 (I) states that QCTO may delegate functions to SETAs NQF ACT NO.67 OF 2008 Develop, manage an occupational sub framework and advise the Minister on related matters Develop and implement quality assurance policy for registered qualifications Written delegation of functions by QCTO to any capable body

7 QCTO Delegated Functions to Quality Assurance Partners: DQP, AQP, (QDF and LQDF
Development Quality Partner (DQP) Through Service Level Agreement (SLA), DQP coordinates the development and revision of specified occupational part qualifications and qualifications, as per QCTO procedure from start to registration Provides a mechanism for RPL Appoints learner qualifications development facilitators (LQDF) for training and equity in qualifications development space Qualifications Development Facilitator (QDF) & Learner Qualifications Development Facilitator (LQDF) Facilitate the development of qualifications, part qualifications covering all the modules from profiling to assessment specifications Make available for public comment and submission of all qualifications documents and progress reports DQP in line with signed agreement/project plan Guide and coach the LQDFs and recommend them for registration by QCTO NB: QCTO has to date 26 QDFs on its database Assessment Quality Partner (AQP) Through SLA, AQP must develop, maintain, publish exemplars of external assessments and national data-bank of instruments for external assessments Develop criteria for accreditation of assessment centres Recommend accreditation of skills development providers to QCTO Conduct appeals Recommend certification of learners to QCTO Provide for RPL assessment Labour Market or Industry is a key stakeholder in the development of occupational qualifications!

8 QCTO Qualifications Development Process Overview and Key Dates
STEPS ACTIONS DUE DATES 1 DQP Submits Applications for Qualifications development/alignment OR developed qualifications documents for evaluation to Applications for Occupational Qualifications development must indicate that they relate to: A list of occupations in High demand - Priority/Scarce skills Proof of enrolment and ongoing need especially for historical qualifications Economic drivers (e.g. Strategic Infrastructure Projects, National Development Plan, Industrial Policy Action Plan, New Growth Path) – supported by verifiable/empirical facts 31 Jan 2017, 28 April 2017; 31 July 2017; 30 Aug 2017 QCTO QUALS DEV PROCESS BY DQPs DQP coordinates qualifications development work & reports through steps/activities below: Pre-scoping meeting with QCTO to plan for the first stakeholder/scoping meeting Scoping meeting facilitated by QCTO : broader stakeholder groupings: DQP confirmed, AQP appointed, CEP nominated, SLA prepared for signing by QCTO and DQP Development Occupational Profile coordinated by DQP : Community of Experts Practitioners (CEP) Task Team & Stakeholder verifications Verification of an Occupational Profile: CEP: Task Team & Stakeholder verifications Development of Curriculum modules: knowledge, practical & workplace experience Development of External Assessment Specifications : CEP: Task Team Verification of Curriculum & External Assessment Specifications: Task Team & Stakeholder verifications Capturing of the qualifications and development of a Process Report for evaluation Currently the process takes between 8-10 months QCTO encourages shorter duration 2 DQP submits qualifications documents completed for evaluation by QCTO with : curriculum, assessment specifications , process report, attendance registers, etc

STEPS ACTIONS DUE DATES 3 QCTO moderates qualifications submitted by DQPs February 2017 May 2017 August 2017 September 2017 4 Occupational Quality Committee (OQC) meet to make recommendations on qualifications documents submitted 1-2 March 2017, 31 May2017; 2-3 August 2017; 31 Oct – 1 Nov 2017 5 Qualifications documents approved by OQC are published for national public comments If any comments are received, they are processed via DQP March/April 2017 June/July 2017 Aug/Sept 2017 Nov/Dec 2017 6 Qualifications are considered by QCTO Council for approval and recommendation to SAQA for registration 14-15 March 2017 21 June 2017 24 August 2017 14 November 2017 7 Approved qualifications are submitted to SAQA for registration 31 March 2017 30 June 2017 30 Sept & 30 Dec 2017

10 CHIETA Qualifications Development Process Overview – Feeding into QCTO
1. An intent/request for qual dev is received from the sector Initial engagements with applicants to clarify and motivate for quals dev NB: Intent could include new quals, part quals or re-alignment 2. Stakeholders Engagements chambers/working groups/R&SPC/etc to -Establish needs -Confirm intents/needs -Prioritise development *Proposing last rounds from Chambers by latest July 2017 to allow for inclusion in the 1st Draft Strategic Plan 4. Qualification Registration by SAQA *Communication *Working with AQPs for implementation: (accreditations, enrolments, funding) *Learning Materials development 3. Qual Development work commences with continuous stakeholders engagements/updates/communication PLUS QCTO engagements from Scoping - until Registration
