1 INSETA ASSESSOR- MODERATOR REGISTRATION PROCESSES

2 INTRODUCTION Purpose The registration of constituent assessors and moderators is a means of ensuring that whoever assesses and or moderates learner competence across INSETA quality assured learning programmes as registered on the NQF, meets a consistent set of criteria as guided by SAQA. Assessment can be defined as being the process in which evidence of learner performance during the learning process is evaluated against agreed set criteria and a competency judgment being declared. Moderation can be defined as being the process which ensures that assessment against NQF registered standards / qualifications of learning outcomes is fair, valid, and reliable. INSETA registers assessors and moderators as guided by SAQA’s criteria and guidelines (2001) the registration of assessors. 2

3 SUBJECT MATTER EXPERTISE An assessor is defined as a person registered by the relevant ETQA to measure learner achievements against specified NQF standards / qualifications. A moderator can be defined as the person who thereafter moderates these learning achievements. INSETA requires that assessors and moderators demonstrate competence in relation to the standards/qualifications to be assessed or moderated. INSETA defines competence as the capability of the practitioner to demonstrate subject matter expertise at a level higher than the standards / qualifications that will be assessed or moderated. This requirement has been incorporated into the registration criteria for all practitioners wishing to register with the Training Authority as constituent assessors and or moderators. 3

4 REGISTRATION CATEGORIES INSETA has the following types of registration categories: New Applications These applications apply to applicants who wish to register as constituent assessors and or moderator for the first time. Once successfully registered, registration will be valid for a period of 3 years from the date of constituent registration. Applications for extension of scope These applications apply to applicants who wish extend assessment and or moderation scope during the period of current constituent assessor and or moderator registration. The duration of extension of scope award is in line with the applicants assessor and or moderator registration end date as recorded with INSETA. 4

5 REGISTRATION CATEGORIES CONT.. De-registration All constituent assessor and moderator registration will automatically lapse after the 3 year period of registration and Inseta will consider the assessor and moderator as being de- registered. Re-registration Applicants wishing to re-register as constituent assessors and moderators will need to reapply to be registered for another 3 year registration period. Facilitator Registration All Practitioners facilitating against Inseta quality assured learning programmes must be registered constituent assessors with the Training Authority. The assessor registration criteria detailed above apply to candidates wishing to render facilitation services 5

6 INSETA REGISTRATION CRITERIA Applicant Assessors must: have achieved the unit standard “conduct outcomes - based assessment” possess a relevant qualification/ skills programme at a level higher be a subject matter expert and have at least 3 years direct occupational experience in the field that the applicant wishes to assess Applicant Moderators must: be a registered Assessor with a minimum of 2 years assessment experience with INSETA or another quality assuring body; have achieved the unit standard “Conduct the Moderation of Outcomes-Based Assessment possess a relevant qualification/skills programme at a level higher, be a subject matter expert and ha ve at least 3 years direct occupational experience in the field that the applicant wishes to moderate.

7 SPECIALISED QUALIFICATIONS The following registration criteria will apply for applicants wishing to register as assessors and/ or moderators for the Medical Claims Assessing and Long – Term Risk Assessment qualifications: Applicants will need to possess a qualification at a level higher than that which they wish to assess or moderate, in the fields of Medicine, Nursing or Physiotherapy. Other medically related qualifications which have not been listed above and which are deemed applicable at the ETQA’s discretion, will be considered. Applicants must possess relevant occupational experience in the fields of medical claims assessment and/ or risk assessment depending on the qualification being applied for. 7

8 ASSESSOR AND MODERATOR FORUMS An Assessor and Moderator workshop is provisionally scheduled to take place in Gauteng only during the month of August 2016. The aim of this workshop will identify and outline best practice related to assessment and moderation practice within the Insurance sector with the aim of improving the quality of provision provided against INSETA quality assured learning programmes. Inseta constituent assessors and moderators are invited to attend this intervention. Workshop details will be advertised on the Inseta website closer to the planned intervention date. 8

9 REGISTRATION PROCEDURE The following registration procedure will apply to individuals wishing to register as new applicants or those wishing to extend their scope: a) Evaluation Procedure Maximum of up to 12 weeks for the processing of all applications. Must apply for re-registration within 12 weeks prior to the expiry of their scope. No Extensions of scope will be granted for lapsed registration. Incomplete forms will not be evaluated b) Guidelines and Policies related to the performance of the assessment function The following INSETA policies and guidelines related to the performance of the assessment function can be found on the INSETA website at www.inseta.org.za INSETA Accreditation Policy INSETA Appeals Policy Policy for assessment and moderation c) Application Submission Procedure Completed applications and all supporting documents are to be forwarded to INSETA as per the application form. 9

10 REGISTRATION PROCEDURE CONT… 10 d ) Application Checklist : New Applications and Re-registrations Applicants are required to submit the following : An Updated Comprehensive Curriculum Vitae (CV) Work experience in the Insurance and related Financial Services sub sectors must be provided; Three (3) references from at least three years ago and should be a minimum of 3 pages long. A Certified Copy of your Identity Document ( ID) Copies of all relevant qualifications, certificates, statement of credits Relevant qualifications refer to learning achievements that have been issued against full qualifications as registered; Relevant Statement of Credits refer to learning achievements issued for the completion part qualifications as registered; Certificates of attendance issued in recognition of any formal / informal learning that has been attended. Confirmation that the INSETA Policy for assessment and moderation has been read and understood. Application form to be completed in full Full title and ID number of each unit standard and/or qualification applied for must be indicated Complete details of the company/companies for which assessments / moderations will be done must be provided with each application for additional scope.

11 REGISTRATION PROCEDURE CONT.. 11 Application Checklist : Extension of Scope Applicants are required to submit the following : An Updated Comprehensive Curriculum Vitae (CV) : A curriculum vitae detailing applicable work experience in the Insurance and related Financial Services sub sectors must be provided; Curriculum Vita’s should include the details of at least three (3) references from at least three years ago and should be a minimum of 3 pages long. A Certified Copy of your Identity Document ( ID) for South African Citizens or A Certified Copy of your Passport for non -South African Citizens *Please note applicants are to provide the above if details have changed from the last recorded information provided to INSETA by the applicant. Copies of all relevant qualifications, certificates, statement of credits Relevant qualifications refer to learning achievements that have been issued against full qualifications as registered; Relevant Statement of Credits refer to learning achievements issued for the completion part qualifications as registered; Confirmation that the INSETA Policy for assessment and moderation has been read and understood. Application form for Assessor and/or Moderator Extension of Scope completed in full NB: Full title and ID number of each unit standard and/or qualification applied for must be indicated Complete details of the company/companies for which assessments / moderations will be done must be provided with each application for additional scope. Certificates of attendance issued in recognition of any formal / informal learning that has been attended.

12 NOTIFICATION OF REGISTRATION Confirmation of Registration Upon successful registration, candidates will receive a system generated letter that will detail the candidates name, duration of registration and Qualifications / Standards awarded. The email address provided to INSETA at the time of registration will be utilized to forward scope letters to successful applicants. Applicants are urged to provide the correct contact information on application forms forwarded to INSETA to avoid the non receipt of correspondence. Assessor Moderator Registration Certificate INSETA will issue all successfully registered candidates with a certificate confirming their registration status. Assessors and Moderators residing in Gauteng may collect certificates directly from the INSETA’s offices. Certificates for Assessors and Moderators residing outside Gauteng will forwarded using registered mail. 12

13 APPEALS Applications wishing to dispute a registration or scope extension decision may dispute this outcome in line with INSETA’s appeals policy. The purpose of appeals process is to ensure that all parties are offered a fair opportunity to state their dispute regarding the registration process. Procedure for Appeals Appeals and supporting evidence must be submitted to the ETQA Manager within seven (7) calendar days of receipt of the contested registration feedback; Appeals must be completed comprehensively, using the prescribed Appeals Application Form; The ETQA Manager will pre-evaluate the appeal and constitute an Appeals Panel to consider the appeal, within fourteen (14) calendar days. Feedback on the outcome of the appeal will be communicated to the applicant in line with INSETA’s appeal policy. In the event that the appeal is not satisfactorily concluded by INSETA the appellant may then appeal to the QCTO. 13

14 14 CODE OF CONDUCT Assessment and Moderation practice and activities will be subject to the INSETA code of Conduct. The code of conduct applies to all the activities of INSETA and its registered assessors, internal moderators and external moderators specifically in terms of assessment and moderation practices Assessors and moderators will need to abide by the code of conduct during the period of registration. Assessors and moderators whose registration has expired or assess and or moderate outside their approved scope will be in contravention of the assessor moderator code of conduct. Assessor and or Moderator Registration is subject to a 3 year registration period. It is the responsibility of practitioners to ensure that prior to conducting assessments or moderation that proof of valid and current registration can be produced or furnished upon request.
