International Classification of Crime for Statistical Purposes First international classification of crime for statistical purposes 2009 joint UNODC/UNECE Task Force on crime classification 2011 presentation of a first draft classification 2012 framework approved by Conference of European Statisticians 2013 UNSC and CCPCJ approved plan to develop an international classification of crime for statistical purposes as part of the ‘Road Map to improve the quality and availability of crime statistics’ 2012-2014: Three expert group meetings + two pilot exercises 2015 ICCS endorsed by the UNSC and the CCPCJ

International Classification of Crime for Statistical Purposes The ICCS was developed in a consultative process in which 77 countries and 10 International Organisations participated Primary unit of classification is the act or event which constitutes a criminal offence The description of criminal acts is based on behaviours, not on legal provisions Included events generally constitute offences in a significant number of countries Organised hierarchically, with manageable and balanced numbers of categories at each level Mutual exclusivity of categories

Technical Advisory Group to the ICCS (TAG) Note Verbale requesting nomination sent to all Gov’ts on 6 November 2015 First TAG meeting 9-11 May 2016 attended by 65 experts from 42 countries and 4 continents Primary role of the TAG Provide regular technical advice to UNODC as the custodian of the ICCS Provide advise and inputs for the development of methodological tools and trainings Keep the ICCS up-to-date by initiating and implementing future revisions of the ICCS Members of the TAG should act as resource person and focal point for national counterparts Members should be technical experts with the relevant substantive expertise Synergies with role and tasks of UN-CTS Focal Point

Ongoing work on ICCS implementation manual Annotated outline of ‘Mapping national administrative crime statistics into the ICCS has been produced and shared with TAG members in May 2016 and has been further developed: Chapter 1 ICCS Overview Chapter 2 Implementing principles Chapter 3 Setting the framework for implementing the ICCS (road map) Chapter 4 Mapping ICCS universe into national crime data Chapter 5 Building correspondence tables Chapter 6 Disaggregating variables Chapter 7 Counting Units and Rules Chapter 8 Producing data according to the ICCS Chapter 9 Guidelines for classifying specific offences First draft planned to be circulated before the end of 2017, finalised in first half 2018.

Virtual platform on ICCS Members on the platform can: Ask any question to UNODC and to other TAG Members; Get guidance from UNODC and from other TAG Members; Share documents and exchange their experiences; Advise UNODC on activities and methodological tools for ICCS implementation; Receive methodological tools developed by UNODC; Get information on UNODC activities. United Nations Crime Trends Survey (UN-CTS) UN-CTS is UNODC’s primary instrument for collecting crime data In 2017, UN-CTS is revised to become fully consistent with the concepts, categories and definitions of the ICCS; Respond to data needs deriving from the Sustainable Development Goals (SDGs) in the areas of crime, violence, justice and the rule of law under UNODC mandate; Respond to emerging data needs at national and international level; Avoid duplication of data collections in existing data collection instruments.
